ORGANIZATIONAL UNIT: Procurement Services Branch (PSB)
ORGANIZATIONAL SETTING: The Procurement Specialist position is located in the Procurement Services Branch (PSB) of the United Nations Population Fund (UNFPA) in Copenhagen, Denmark. The incumbent reports to the Manager, Procurement Services and AccessRH in PSB, and manages the Strategic Procurement Cluster in planning, establishing, and maintaining contracts and long term agreements to support the organization’s programme delivery and administration procurement requests.
MAJOR DUTIES AND RESPONSIBILITIES
Procurement and Contracting Activities • Plan and organize the entire solicitation process to set up cost-effective long term agreements (LTAs) and contracts in accordance with UNFPA’s Procurement and Financial Policies, Rules, and Regulations. • Ensure procurement plans are complete and used in communications and planning with key suppliers. • Manage spend analysis, market research, cost analysis, risk analysis and supply positioning of core commodities and services. • Administer supplier and contract management activities, including establishing key performance indicators (KPIs) and service level agreements (SLAs) to measure suppliers’ performance, conduct supplier performance evaluation, organize performance feedback and improvement, develop new suppliers. • Manage the procurement requests for a wide scope of goods and services from units in headquarters (HQ) and field offices.
Knowledge Sharing and Capacity Building • Provide information, technical advice, and guidance on all aspects of procurement including commodity types, procurement activities, processes, and procedures to UNFPA personnel, co-operating agencies and recipient programs. • Support the organization’s procurement and logistics capacity development through various knowledge sharing media and training. • Monitor and advise the procurement conducted by internal partners, ensure the process is in line with the policies and procedures of the organization, and the result represents best value for money. • Organize and deliver training programmes for procurement practitioners at HQ and field levels
IT Tools and Applications • Participate in developing IT tools with IT technical colleagues to systemize and standardize business operations and metrics. • Implement UNFPA’s e-procurement application • Organize the development, and ensure the maintenance and update of the contract/LTA database and supplier database. • Update and work with the United Nations Global Marketplace to share information and improve efficiency.
Coordination with Partners • Develop and maintain close collaboration with UN agencies and the Reproductive Health Supplies Coalition (RHSC) for information sharing, knowledge exchange and joint sourcing initiatives in the areas of contracts, long term agreement, broadening the supplier base, and improving quality. • Promote the organization’s mandate; promote the services and products of the organization to external partners, including UN agencies, RHSC, governments, NGOs, etc. • Work through the High Level Committee of Management Procurement Network (HLCM-PN) and other channels to encourage mutually beneficial business opportunities.
Managerial responsibilities • Manage staff and functional teams under the cluster • Provides direction and guidance to cluster members as well as others in PSB and UNFPA. • Identify priorities in cluster, team and individual work plan, manage work plan outputs of the cluster members against shifting priorities of the business. • Hire, coach, manage and develop staff

ESSENTIAL QUALIFICATIONS AND EXPERIENCE: • Advanced university degree in business administration, contracting, supply chain management, economics, business/commercial law or equivalent is required. • Certification in CIPS at level 3 or above strongly preferred. • 5 years progressive experience in procurement operations, supply chain management, contracting, or other relevant areas in UN system or other multi-cultural environment • Experience with managing staff • Good knowledge of IT-tools such as Windows office package required. Knowledge of Atlas or similar ERP system is an asset. • Good understanding of the UN working environment including financial framework and procedures highly desirable • Good understanding of international trade laws and treaties an asset. • Fluency in English required; knowledge of another UN language is an asset.
