A Project preparation grant (PPG) – as per GEF terminology – has been approved as funding is required to finalise the Full-size project (FSP) for an Africa Regional healthcare Waste project. This FSP would start in 2014. The project on “Reducing UPOPs and Mercury Releases from the Health Sector In Africa” will focus on 4 countries, as per the approval of the GEF Council: Ghana, Madagascar, Tanzania and Zambia.
The PPG is necessary in order to refine the project's objectives, outcomes, and outputs as well as the work plan, budget and timeline for each of the five project components. The PPG grant will be applied to finance consultations, assessments and assistance provided by national project consultants and technical experts, for the purpose of improving baseline scenario mapping, further defining the project activities, determining an appropriate execution modality, securing co-financing resources, and ensuring the cost-effectiveness and global benefits of the project.
The PPG’s budget is USD 200,000 and it is aimed to be completed by December 2013. The PPG and the FSP are under the Chemicals focal area as it relates to POPs which are covered by the Stockholm Convention, and will also aim at reducing mercury usage in the medical sector. As details of the administrative aspects of the project's design are scrutinized, an appropriate project execution modality for the FSP will be finalized. The project concept for the FSP was approved (PIF) as well for a total amount of nearly USD 6.5 million and would start, if endorsed by the GEF, in 2014.
The objective of this contract is to be the Project Document Coordinating Consultant (PDCC) coordinating the team in charge of finalising the project documents and all elements required to accompany it for submission to the GEF. The PDCC will work in close coordination and under supervision of the Project Manager with project formulation oversight in the Bratislava regional centre (BRC) of UNDP.

Duties and Responsibilities

The PDCC will be in charge of the following tasks:
  • Report to the Project manager and the team in BRC and coordinate work with the UNDP CO
    - Develop detailed plan and timeline for the PPG activities;
    - Develop management and technical guidelines for National Project Experts (NPEs);
    - Coordinate with the International technical expert (ITE) for submisison of required inputs
    - Visit at least twice each of the 4 countries covered by the PPG, maintaining flexibility in the order and grouping of the visists, in consultation with MPU and the Country Offices. Briefings and meetings with the natioanl consultants will be held on these occasions. The MPU staff will participate, if feasible, in at least one of the two visits in each of the countries. In each of the visits, it is expected that meetings with stakeholders will be organised by Country offices and MPU, and the PDCC will be expected to actively take part in it. The first visit will focus more on advising and briefing the NPE, the Country Office and Government, while the second visit will be for wrapping up and consultation on the final structure of the full-size project.
  • Coordinate daily/weekly/monthly activites of NPEs and ITE to ensure timely delivery of outputs within budget; organise periodic conference calls of the NPEs and ITE in which MPU staff will be invited to participate;
  • Establish and maintain partnerships with key Government counterparts, international organizations, implementing partners and other stakeholders and project participants;
  • Ensure stakeholder consultations on the project's design and activities at both national and regional levels;
  • Assess gender issues related to improper HCWM;
  • Identify opportunities for co-finance resources and provide guidance to negotiations and  leveraging of co-finance resources following in-country UNDP CO and WHO CO guidance;
  • Compile data from the NPEs, review the data and assessment results with the ITE, and provide guidance to NPEs on identified data and assessment gaps;
  • In collaboration with ITE and NPEs, draft the mid-/final term evaluation criteria for the FSP and obtain input from main stakeholders to further develop the criteria;  
  • In collaboration with ITE and NPEs develop a preliminary consultants’ roster for the implementation phase;. With the assistance of UNDP and the ITE, complete, harmonise and coordinate the various components including the completion of baseline, logical framework, costs and M&E system. Based on this, formulate in close coordination with the MPU team the full-size project documents for the GEF and for internal UNDP processes.
Monitoring and progress controls:
  • A regular (weekly) contact will be ensured between the PDCC and the Project Manager in BRC.
  • A review of the progress on output delivery will be done by the middle of the PPG implementation, i.e. by estimated August 2013. Based on the inputs of the PDCC, a brief analysis of the progress will be made by the project manager responsible for Project Formulation Oversight, and will be reviewed by the MPU team. Issues that could potentially delay the final completion and submission of the Project document will be flagged and corrective action will be proposed. This review will be shared with the Project Management Board in BRC.
  • By estimated November 2013 a review and follow-up on the mid-term assessment will be made to determine whether the Project Document can firmly be anticipated to be submitted by estimated December 2013 to the GEF. In case this is necessary, a PPG extension request will be prepared for clearance by MPU/Chemicals and UNDP-GEF for submisison to the GEF Secretariat.
The expected output is: Prepare two consolidated documents: a Project Document formulated in line with GEF requirements and format, ready to be submitted to the GEF as a Full-size Project; a UNDP Project document for the same project, meeting UNDP requirements.
The following elements should be prepared during the project document development:
i) baseline and barrier analyses, based on NTE’s and ITE’s reports and multi-stakeholder workshops, and associated risks and mitigation approaches; ii) a logical framework, based on multi-stakeholder workshops and the recommendations of consultants' studies, including indicators and quantified targets combined with baseline values supplied by consultants; iii) a participation strategy; iv) an analysis of the programmatic baseline; v) a project budget and work plan in standard UNDP and GEF formats; vi) a monitoring and evaluation strategy; vii) a learning and replication strategy; and viii) text and supportive technical analyses detailing the justification, global environmental benefits and strategies of the project.
The Project Document will have the following outline indicating the plan of action for the full implementation phase:
  • 1.  [Regional component] Disseminate technical guidelines, establish evaluation criteria and technology allocation formula, and build teams of national experts on BAT/BEP at the regional level.
  • 2. [National component] Health Care Waste National plans, implementation strategies, and national policies in each recipient country.
  • 3a. [Regional component] Make available in the region affordable non-incineration Health Care Waste Management (HCWM) systems and mercury-free devices that conform to BAT and international standards.
  • 3b. [National component] Demonstrate HCWM systems, recycling, mercury waste management and mercury reduction at the model facilities, and establish national training infrastructures.
  • 4a. [Regional component, with some national activities] Evaluate the capacities of each recipient country to absorb additional non-incineration HCWM systems and mercury-free devices and distribute technologies based on the evaluation results and allocation formula.
  • 4b. [National and regional component] Expand HCWM systems and the phase-out of mercury in the recipient countries and disseminate results in the Africa region.
The PDCC will advise in identifying opportunities for co-financing opportunities, in consultation with the Country offices, Governments and partners and stakeholders, under the coordination opf the MPU team.
Conditions of work:
  • The PDCC will be supported by the Project Manager and MPU/Chemicals for strategic discussion and decisions in undertaking the assignment. The PDCC will benefit from the support of the Country Offices in each of the 4 countries participating in the project, ensuring support during misison, organisisng meeting with stakeholders and coordinating work with NTEs.
  • This assignment is home-based with travels. Two visits to each of the four countries are planned, as per details listed in Section 2. As per general terms and conditions, only economy-class tickets are allowed for these travels. The travels will have to be organised by the PDCC, however there will be logistical support from the Country Offices once in the country. Each visit should be expected to last 2 to 3 days depending on flight availabilities. Visits can be grouped with several countries visited in a row. The first visits should be held between the start of the assignment and May 2013. The second set of visits would be between October and December 2013.

Required Skills and Experience

Education:
  • Master Degree in engineering or technology, natural resources management, health sciences, public administration or other relevant field
Experience:
  • At least 7 years of practical experience in the field of chemicals management and persistent organic pollutants;
  • Familiarity with results-based management in project formulation, implementation, and monitoring and evaluation;
  • Experience in coordinating work with other consultants;
  • Knowledge of UNDP processes and structure;
  • Demonstrated practice of the GEF standard procedures and of the required elements for completion of a full GEF project Document;
  • Familiarity with the requirements of the Stockholm Convention and Best Available Techniques / Best Environmental Practices draft guidelines. Good knowledge of sound waste management and u-POPs management, sound knowledge of international best technologies and practices;
  • Experience working on the subject of Heath Care Waste Management (HCWM), particularly in the context of UN project;
  • Familiarity with the goals and procedures of international organizations, in particular those of the GEF
    and its partners in this field of work (for example: UNDP, WHO, Health Care Without Harm, and current and future potential additional co-finacing partners);
  • Experience in formulating and implementing similar programmes is an advantage;
  • Previous experience of working with UNDP is an advantage;
  • Previous work experience in Africa is an advantage;
  • Familiarity with national development plans, particularly their environment dimensions, is an advantage.
Language skills:
  • Excellent writing, editing, and oral communication skills in English;
  • Knowledge of French an asset, particularly for the work with Madagascar. 
Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical P11 desk reviews and financial criteria specific to the solicitation.
“Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation”.

  • Criteria G: Relevance of the methodology proposed – max points: 5
  • Criteria H: Quality of the cover letter – max points: 5
  • Criteria I: Academic Qualifications/Education – max points: 3
Financial Criteria - 30% of total evaluation – max. 21,5 points
