OBJECTIVES OF THE PROGRAMME : Objectives of the Programme and of the immediate unit or field activity: -To develop a national plan for improving access and expanding availability of skilled attendants at birth in order to manage complications of pregnancy and childbirth and contribute to the reduction of maternal mortality in Somalia. -To standardize provision of quality maternal and newborn services in the health facilities (maternal and child health centers and hospitals). -To improve the knowledge and skills of health workers through locally adapted guidelines and standards for the management of pregnancy and childbirth at different levels of the health care system. -To set up an effective system of monitoring and evaluation of reproductive health services. -To build the capacity of health authorities in monitoring and evaluation of reproductive health services and interventions. Purpose of the Post: To reduce morbidity and mortality and improve health during key stages of life including pregnancy, child birth, neonatal period and childhood and improve sexual and reproductive health Organizational Context : Under the direct supervision of the WHO Representative for Somalia and the overall guidance of the Director of Health Protection and Promotion, the incumbent will manage the project. He/she will oversee and adjust project implementation plan as required and will convene meetings with health authorities and partners, donors and other stakeholders in order to agree on the plans, guidelines and monitoring framework for Reproductive health. He/she will collaborate closely with UNICEF and UNFPA and coordinate with implementing health partners. | |
Description of duties: -To coordinate with all partners including UNICEF, UNFPA and health authorities to develop a strategic plan for expanding access and availability of skilled birth attendants in Somalia, in line with reproductive health strategy. -To work closely with health authorities and other partners to locally adapt guidelines on the Integrated Management of Pregnancy and Childbirth (IMPAC) and supervise translation and dissemination and use of the guidelines, in order to standardise provision of quality maternal and new born services in the health facilities. -To review available material and develop a training package for health workers based on adapted IMPAC guidelines for Somalia. -To develop a list of reproductive health monitoring indicators for Somalia in consultation with all partners and endorsed by the health authorities in order to set up an effective system of monitoring and evaluation of reproductive health services. -To build the capacity of health authorities in monitoring and evaluation of reproductive health programmes and interventions through organizing trainings for senior health managers. -To participate in reproductive health working group meetings and share progress with all partners. -To produce regular updates and reports on the implementation of the project. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in Medicine and Master's degree in Public Health or any health related field. Desirable: Degree or Diploma in Reproductive health. | |
Skills: Competencies: 1) Producing results 2) Fostering integration and teamwork 3) Communicating in a credible and effective way 4) Respecting and promoting individual and cultural differences Functional Skills and Knowledge -In-depth knowledge reproductive, maternal, neonatal and child health issues in developing countries. -Ability to conceptualize and develop plans and monitoring frameworks for reproductive health. -Ability to review and adapt reproductive health standards, protocols and guidelines. -Skills in organizing and conducting training workshops. -Excellent writing and presentation skills. Other Skills (e.g. IT): Proficiency in MS Office. | |
Experience: Essential: At least 7 years of national and international experience in the field of reproductive health in the advisory or executive capacity. Desirable: Working experience in developing countries, preferably in coordination, developing/adapting guidelines and training. | |
Languages: Excellent knowledge of English. Working knowledge of Somali will be an asset | |
