Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of information and communication technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards. The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

Main Purpose

Under the supervision of the Systems and Engineering Team Leader, the IT Systems Technician acts as the primary administrator for Role Based Access Control (RBAC) in the Department of Safeguards. Furthermore, the IT Systems Technician will actively participate in the day to day operations of the Department's IT systems and will also participate in other projects undertaken by the Division.

Working Relationships

The IT Systems Technician gathers requirements and business needs from customers and collaborates with professional and other support staff within the Section and within the Office of Information and Communication Systems, in order to deliver targeted and feasible IT solutions. The IT Systems Technician also provides progress and reports to the customer community and ensures that the implemented solutions satisfy business needs. Interaction includes collaboration with staff within the Department of Safeguards and beyond to other Departments to act upon specific requests.

Functions / Key Results Expected

Implement access control mechanism for the protection and appropriate dissemination of Safeguards information of all classification levels. Assist with the development and implementation of a logical and flexible taxonomy for the storage of computer files. Gather access requirements for information resources from data owners and document results. Define, document, assign and maintain the relationship between staff members and roles in access systems, as part of product teams, to deliver enterprise and application role configuration according to the project's timeline and requirements. Document data migration processes and procedures for technical and non-technical staff. Actively participate in internal IT security audits to verify that policies and procedures are implemented and followed. Evaluate and report on migration tools to be used for the migration of unstructured data from a traditional file storage system into a secure collaborative analysis platform, and subsequently document, schedule, prepare, verify and report on the migration of that data.

Knowledge, Skills and Abilities

Knowledge of the administration and configuration of Windows Server operating systems and of Windows Active Directory. Thorough knowledge of Windows access control management. Interpersonal and communication skills: Ability to operate across organizational boundaries and the ability to establish and maintain partnerships and working relations. Good working knowledge of collaboration platforms such as Microsoft SharePoint server. Deep understanding of IT security risks, policies and procedures. Sound knowledge of Information Technology Infrastructure Library (ITIL) processes. Good knowledge and understanding of the Department of Safeguard's IT policies and procedures desirable. Ability to work independently with good time management and multi-tasking skills. Willingness to learn new skills and take on new assignments as needed.

Education, Experience and Language Skills

Completed secondary education. Minimum of six years of practical relevant working experience of which at least two should be in systems engineering. A formal certification in Information Technology Infrastructure Library (ITIL) processes is highly desirable. English Language Test (Level 2) and English Typing Test (Level 2) to IAEA standard. Good knowlege of both spoken and written English essential. Knowledge of German and/or another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
