Background:
The International Republican Institute (IRI) is currently implementing a one-year, DFID funded project in Somaliland focused on supporting the nation’s electoral and democratic processes. Within this partnership, IRI will develop a strategy for international democratization support to Somaliland to be utilized by the international donor community in the coordination and planning of future democracy-support programs to Somaliland.
IRI requires the services of a consultant to serve as a member of an assessment team and to assist in the development of a comprehensive strategy for international donors that identifies and prioritizes democracy support needs for Somaliland. Consultant will be primarily responsible for drafting the civil society and media OR democratic local governance portion of this strategy and should have subject matter expertise in this area.
Duties and Responsibilities:
The specific objectives of this assignment are as follows:
- Consultant will assist in the development of a comprehensive strategy for international donors, based on the findings of an assessment mission, which identifies and prioritizes democracy support needs for Somaliland for the following strategic sectors: political parties, civil society/ media, parliament, and national and local governance.
Scope of Work
- Consultant will participate in an assessment mission to Somaliland. As part of the assessment, the Consultant will work with other team members to facilitate participatory local-stakeholder workshops. The Consultant will serve as a member of an assessment team led by IRI staff and composed of up to six (6) individuals. As part of the assessment team, the Consultant must be available to travel to and within Somaliland to participate in a 10-12 day assessment mission in April 2013.
- Consultant will be responsible for working with other members of the assessment team to facilitate up to 7 stakeholder workshops, which include leading participants in mapping exercises, in Hargeisa and Burao, Somaliland. Each workshop will be focused on a different stakeholder group. The Consultant will be assigned to all workshops related to his/her area of expertise, in addition to workshops focusing on other strategic pillars.
- Consultant will work with other members of the assessment team to come to consensus on key findings based on assessment workshops and supplemental data (supplemental data will be collected by IRI through questionnaires and in-depth interviews. Data collection of this nature does not fall within the scope of work for the Consultant).
- Consultant will be responsible for drafting portions of final strategy related to civil society/media OR local governance.
- Consultant will review the complete draft strategy (to be compiled by IRI) and provide comments/suggestions based on assessment mission and other relevant knowledge/experiences.
Deliverables/Outputs
The following are the Consultant’s deliverables:
- Reports summarizing each workshop facilitated, utilizing an IRI template
- Submission of a draft (by May 17, 2013) of the section(s) of the democracy-support strategy for international donors for which the Consultant is responsible.
- Submission of comments/suggestions on the full draft strategy to IRI by May 31, 2013
- Submission of a final draft of the section(s) of the democracy-support strategy for international donors for which the Consultant is responsible (June 2013). The final draft must incorporate feedback, received in writing, from IRI and DFID.
Competencies
- Expertise in civil society, print media and or television/radio news broadcast programming in an international environment OR expertise in politics, elections and governance, with a special focus on local governance
- Professional experience working in Africa or other difficult environments
- Professional experience in the area of democracy and governance
- Demonstrated experience drafting reports and conducting field research
- Demonstrated expertise in civil society (including media) OR democratic local governance development
- Experience facilitating participatory workshops and building group consensus
- Cultural, gender, religion, race, nationality and age sensitivity and adaptability (required).
- Excellent written communication skills (in English)
- Solid analytical and presentation skills
- Excellent interpersonal and communication skills
- Strong organizational skills
- Ability to work with a translator
Education:
Master’s degree in political science, social science, international relations, international development, government, media or a related field.
Duration and Calendar:
The Contract will be for a period of 3 months starting on April 1, 2013 and to be completed by June 30, 2013. The assessment mission will take place in April 2013.
