CARE USA NATURAL RESOURCES MANAGEMENT INITIATIVE MANAGER


CARE is seeking a Natural Resources Management (NRM) institutional development Initiative Manager to provide overall strategic leadership and direction for the European Commission (EC)-funded initiative “Deegaankaagu waa noloshaada” – “Your environment is your life.” This initiative aims to reduce hunger and food insecurity in the Puntland State of Somalia by improving rangeland conditions, promoting sustainable use of rangeland resources, empowering local communities and strengthening institutional capacity of the Ministry of Environment, Wildlife and Tourism (MoEWT), to develop and implement a policy and operational framework for effective management of rangeland resources. CARE’s component of the overall program will focus on developing institutional capacity in Puntland to manage environmental issues – working with village committees (VC), district authorities, district pastoralist associations (DPA), the Ministry of Environment, and other key ministries. Institutional development will aim at the following outcomes:
  • Development and implementation of a bottom-up overall sector legal framework, based on accepted customary law arrangements
  • Support to decentralization in the MoEWT, with support to state, regional, district-level capacity development through training, resources and other support
  • A joint approach to rangeland management developed at district level that involves VCs, Pastoralist sub-committees, DPAs and MoEWT’s district offices
  • Improved Ministry HR systems, job descriptions, capacity development planning for staff at all levels
  • Improved Monitoring, Data and Knowledge management in the MoEWT
  • Establishing & improving a vocational course on rangeland management
The incumbent will work closely with four technical assistants based within the MoEWT to build joint capacity of government and communities to manage rangelands through improved legal and institutional frameworks. S/he will also work closely with an area manager who will be responsible for improved state of natural resources management and improved community capacity for resource management and conflict prevention at community level.

Required
  • Degree in Natural Resource Management or other relevant field
  • Minimum of 4 years management experience working in the region and a good understanding of sound programming principles
  • Either solid natural resources management sector experience or strong experience in institutional capacity development and prior experience working with Government Ministry of Environment in another country
  • At least 3 years management experience in complex programs
  • Strong understanding of institutional development in a fragile state’s environment, evidence by minimum 3 years experience in institutional development
  • Strong capacity assessment, planning, and training experience
  • Experience working in fragile states, and an understanding of the limitations of government in a fragile state setting
  • Strong understanding of the complementary nature of community and government institutions in a setting of government fragility
  • Demonstrated experience in NRM policy formulation, policy review and policy assessments
  • Demonstrated experience managing large projects and coordinating with other organizations
  • Sound understanding of institutional and organizational capacity assessment and development trajectories
  • Budget and contract management experience
  • Strong ability to effectively manage and motivate multi-disciplinary teams
  • Ability to work under pressure to tight deadlines
  • Excellent influencing and negotiation skills
Desired
  • Post graduate degree desirable
  • A combination of NRM and institutional development experience
  • Strong experience in and understanding of the Somali context
  • Knowledge of EC, programmatic and financial regulations
  • Experience in managing and mentoring staff and promoting teamwork
  • Good interpersonal and cross-cultural skills
  • Strong facilitation skills
