Finn Church Aid (FCA) is Finland´s biggest development co-operation organisation and the second biggest organisation in Finland working in humanitarian aid. Our Regional Office (CARO) based in Goma, Democratic Republic of the Congo, coordinates our regional activities in Central Africa. FCA/CARO is recruiting an expert in the field of cash based humanitarian approaches to ensure the high quality of implementation of FCA projects using these approaches and funded by the Ministry for Foreign Affairs of Finland. The expert reports directly to the Regional Representative of FCA in Central Africa Regional Office (CARO) and is supported by the Humanitarian Coordinator of CARO, and the Africa Unit and the Humanitarian Action Team in Helsinki. The Cash Based Approach advisor will execute his/her responsibilities within the given mandate and following the FCA Policies and Guidelines and the Red Cross Code of Conduct.
Areas of Responsibility
The advisor will, under the supervision of the Regional Representative, undertake the following duties.
• Provide technical support for the implementing partners in designing and implementation of cash based approach components of the projects;
• Monitor and evaluate the implementation of cash and voucher components in the project(s) including regular field visits and give feedback to partners and FCA;
• Provide technical support in possible assessments (including vulnerability, market and commodity chain analysis) and provide capacity building to partners in conducting similar assessments;
• Provide technical support to partners in the design of future cash based approaches;
• Provide capacity building in form of trainings to partners in all aspects of cash based approaches;
• Evaluate the cash and voucher based components of the project(s) and write a final report including conclusions and future recommendations for cash based approaches;
• Liaise with other actors related to cash based approaches and participate in relevant co-ordination mechanisms and working groups
• Other related tasks designated by the Regional Representative.

Competence and Personal Requirements
• A minimum of five years’ experience in humanitarian aid or related field, with extensive experience in cash based approaches.
• Experience in task related assessments and analysis, such as humanitarian needs assessments, vulnerability analysis, market analysis and commodity chain analysis
• Firm foundation in the international humanitarian and development cooperation frameworks, international humanitarian and human rights laws and humanitarian standards
• Strong co-ordination, analytical and problem solving skills
• Strong interpersonal and communication skills
• Flexibility, good judgement and ability to work in a team
• Computer literate and firm knowledge of general project management tools
• Experience in capacity building of partners and facilitation of trainings
• Ability to work in stressful environments and follow strict security measures
• Fluent in written and spoken French
• Experience in task related assessments and analysis, such as humanitarian needs assessments, vulnerability analysis, market analysis and commodity chain analysis
• Firm foundation in the international humanitarian and development cooperation frameworks, international humanitarian and human rights laws and humanitarian standards
• Strong co-ordination, analytical and problem solving skills
• Strong interpersonal and communication skills

Monthly salary at the beginning of contract is 3537€ – 3953€/month, including adverse working conditions allowance and depending on suitable earlier work experience.
The position is conditional on confirmation of back-donor funding from Government of Finland. The duty station will be Goma, Democratic Republic of the Congo with frequent travel to project areas. The position is a non-family post and accommodation might be co-housing.
