General
The Project Engineer (PE) will be based at the ILO Field Office/s or any office as may be desirable for the project from time to time. The PE will travel regularly to various areas in line with existing and future programme geographic coverage in Somaliland/Puntland. Under the overall supervision of the Chief Technical Adviser (CTA), the PE will report technically through the Technical Advisers (TA) and Project Managers (PM). The PE is expected to work closely and in collaboration with other ILO staff both in Nairobi and in Somaliland/Puntland. The PE is expected to comply with ILO and UN rules and regulations, especially those relating to safety and security. The PE will conduct himself/herself in a manner that does not bring the ILO and its staff to disrepute or compromise the security of the same.
Duties and Responsibilities
The PE will provide technical input to the effective programming and implementation of the infrastructure components of ILO Somalia’s Programme projects in country.
The primary task of the PE will be to provide technical capacity building and mentorship to the local administrations and stakeholders including Ministry of Public Works and District Council Engineers, local service providers, private sector contractors and the collaborating communities to prepare technical and financial plans for future initiatives; coordinate implementation and reporting of the project progress, provide oversight with regard to technical standards and quality of works, health and safety, appropriate labour policies and practices; and incorporate the elements of employment creation, enterprise development, local economic development, gender equity and environmental protection to the greatest extent possible.
More specifically, the duties and responsibilities of the Project Engineer are as follows:
- Participate in various fora for stakeholders to discuss modalities and implementation strategies of projects, bringing a technical perspective to the wider project cycle management.
- In collaboration with colleagues, capacity and capability development of central and local authorities, service providers, private sector contractors, and/or community bodies in project cycle management i.e. planning, design, procurement, implementation, monitoring and management and maintenance of community and local public works and services.
- Provide technical support to stakeholders and implementing partners to enable them identify initiatives which are in conformity with the programme’s mandate and objectives and to prioritise initiatives based on agreed criteria.
- Provide technical support, training and mentorship throughout the project cycle this including technical input to partners during collection of relevant baseline data, feasibility study of the projects and preparation of designs, specifications, bills of quantities (BoQ), work plans and implementation schedules, budget and cash flow projections, procurement, contract supervision and management, technical monitoring and audits against set technical specifications and standards, and management and maintenance of infrastructure assets created.
- Train implementing partners and supervisors in systems, procedures and tools used in project cycle management including standard procurement procedures, preparation of required work plans, reports (such as inventory, daily, weekly and monthly narrative and technical reports), maintenance plans as per agreed formats, standards and timing schedules.
- Advise partners on all aspects of construction management including labour management, occupational safety and health, inventory management and the safe-keeping and maintenance of tools and equipment procured by the project.
- Provide technical input during project implementation ensuring all activities are carried out in accordance with the employment intensive objectives and project documents (such as BoQs, contract documents, standards/specifications and approved budgets).
- Certify works and payment certificates ensuring compliance with agreed technical standards and specifications, collate technical reports and forward the same to superiors as per agreed timeframes.
- Participate in relevant meetings, evaluations, baseline/impact assessments, workshops, seminars, study tours and other events organized by or on behalf of the ILO,
- Undertake frequently missions to project sites and assist with protocol services including accompanying visiting missions when required.
- Brief visiting ILO staff, consultants, donors and other official visitors and provide relevant information on programme matters.
- Prepare interim and final completion project reports, in compliance with agreed standards, in consultation with implementing partners and ILO colleagues.
- Under the guidance of the technical advisers and project managers provide technical inputs to donor reports in conformity with planned reporting formats and schedules.
- Maintain oversight on field office technical reports and adhere to the standard ILO filling system and data/information archival system.
- Any other duties deemed necessary by your supervisor for the successful implementation of the programme.
Education – Bachelor’s degree in Civil Engineering from a recognized University.
Experience – Minimum of five years in a civil engineering role managing projects. Experience and demonstrated competence in project cycle management. Training or experience in the design, implementation and management of Employment Intensive Infrastructure Works.
Languages – Fluency in written and oral English and oral Somali.
Competencies – • Good analytical skills, resourcefulness, initiative and maturity of judgment. • Ability to draft well and speak fluently in English. • Demonstrates excellent organizational and time management skills with strong interpersonal skills. • Demonstrable training and development skills. • Exercises willingness to assist others and take on additional responsibilities especially during absences. • Understanding of automated office environment and excellent computer skills especially Computer-Aided Design packages (i.e. AutoCAD), MS Office in particular Excel, Word and Power Point.
