Kenya Disaster Response Monitoring Officer

This will be a six month contract.

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalised with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively

This is a six-month position needed to generate information to sharpen the emergency response and ensure accountability for funds raised and used in Plan’s recent emergency response to the food crisis in East Africa as well as providing the basis for learning from experience and planning for effective transition to recovery.

Dimensions of Role: • Overseeing the collection of data regarding the disbursement of the c$7m regional grant to support emergency programming in Ethiopia, South Sudan and Kenya • Advising upon the relevance and usefulness of monitoring data collected more generally on other Country Emergency programmes in recent months for projects totaling $20m • Regional role covering three countries with very complex operating environments • Supporting effective monitoring practice in three Country Offices and providing advice to the Regional Office on effective methodologies that will generate trusted information for forward planning

Typical Responsibilities - Key End Results of Position: The post holder will be responsible for ensuring that: • Data required from the Regional Emergency Response Programme will be collected and used to report on outcomes of the project and generate information on which to base forward planning region-wide • Systems of monitoring currently in place for other emergency work will be reviewed together with field teams to further develop methodologies for the production of reliable information • Data collecting methods that involve beneficiaries (in particular children) and are in line with Plan’s values and child-rights approaches will be further established extending beyond the end of this post for use in reporting on all current emergency response grants in the region • Reports required in the period will be reviewed to check they are supported with relevant data and recommendations made to line management regarding the findings

Dealing with Problems • The programme areas covered by this project are highly complex environments • Country staff work very hard and have been under pressure for many months. Negotiating the additional time that may be required to ensure that reliable data is collected and used to inform programming will require sensitive engagement with the teams • South Sudan is unstable and political developments may present situations requiring sudden and effective changes of plan • Significant funds are tied up in projects and prioritisation will be critical

Communications and Working Relationships Internal: • Country Directors are critical to the success of this work as their direction to their teams will determine the depth of implementation possible • Region wide relations with Country Office teams particularly those on the frontline delivering work • Regional office colleagues will be important for linking the post-holder to additional support resources • IH DRM team can provide linkage to resources in the wider organisation External: • Links with donors to understand their impact measurement requirements • Other INGO and NGO leaders may be useful for shared methodologies

Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives Knowledge • Demonstrated knowledge of research and data collection methodologies both quantitative and qualitative, through qualifications or proven experience • Knowledge of Child Rights and methods to ensure ethically sound data collection • Knowledge of the sector and types of impact measurement used • Familiar with the provisions of HAP, Sphere and other industry standards • Fluency in English is essential. Knowledge of French or Spanish is desirable. Skills • You must be a highly experienced practitioner able to gain trust of colleagues and facilitate changes in behaviour through your knowledge • An effective communicator with the ability to ensure lasting change through listening and coaching • Proven skills in designing and running monitoring systems that generate reliable data and can be replicated by others Behaviours • Demonstrated commitment to Plan’s values in your treatment and attitude towards colleagues and beneficiaries • Tenacious in your desire to see the work completed on time • Flexible in the face of complex operating environments and able to remained focused on the task despite setbacks

Physical Environment This role will be based in our Regional Office in Nairobi with an expectation of 45% international travel, including in remote areas with basic amenities.
