The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent Junior Expert for a short-term mission under the Lot 7 FWC in Rwanda.
Lot 7: Mid-Term Evaluation of Rwanda Justice, Reconciliation Law and Order Sector's Strategy and Formulation of a New Strategy for the Period 2012-2015

Global objective The overall objective of this assignment is to support the Rwanda Justice, Reconciliation Law and Order Sector in the formulation of a Justice Sector Strategy for the period 2012-2015, based on the midterm evaluation of the JRLOS Sector covering the period 2009-2011, and the Public Expenditure Review for the sector 2009-2011. The JRLOS midterm evaluation is to assess the progress of the implementation of the JRLOS Strategy from the beginning of the calendar Year 2009 until the end of June 2011, and feed into the preparation of the extension of the JRLOS Strategy.
Specific objective(s) The purpose of this contract ist to carry out the JRLOS midterm evaluation and develop the continuation of the Justice Sector Strategy for the years 2012-2015.
Junior Expert: Rwandan Justice Expert Required profile: Qualifications and skills • A relevant university degree in political science, law, management, economics or equivalent; • Minimum 3 years of relevant working experience; • Knowledge of Rwandan Aid Policy, revision of the EDPRS, Vision 2020, 7 year Government Program 2010-2017; • Experience in writing project documents, evaluation, and/or strategic plans; • Good command of Kinyarwanda and English or French, preferably both; • Team spirit; • Capable of meeting deadlines; • Experience in and understanding of SWAP will be an important added advantage; • Knowledge of the justice sector would be an important asset.
