This is a request for CVs/ expression of interest for the position of Programme Officer (RRF). The International Organization for Migration (IOM) is seeking qualified candidates to join the team in Juba, South Sudan.
The Rapid Response Fund is an OFDA supported granting mechanism to provide small grants to CBOs/NGOs to undertake short term emergency interventions in the fields of WASH, health, NFI/shelter and information management. Key objectives of the grant are to ensure that awards are distributed quickly, often targeting organizations that are already present in the areas directly affected by humanitarian disaster.
The recruitment/ appointment and entitlements are subject to funding availability/confirmation.

Context:
Under the overall supervision of the Chief of Mission (CoM) in IOM South Sudan, under the direct supervision of the Operations Coordinator, the Programme Officer (RRF) will be responsible for all issues relating to the overall management of the fund, ensuring effective management of IOM Rapid Response Fund, assisting to develop fast and effective dispersal of grants, while also contributing to the programme planning/development and monitoring and evaluation.
Core functions/ responsibilities:
Develop and implement ‘outreach’ activities for the RRF, generating awareness of the grant among potential recipient organizations, expanding access to the grant, and ensuring dispersements contribute significantly to meeting life-saving needs.
Provide support to potential grant recipients in order to access RRF funds, particularly in the case of Community Based Organizations who may be attempting to access funds for the first time.
Coordinate and manage and oversight of RRF-funded activities to ensure the proper use of RRF program funds and the compliance with the RRF guidelines. Coordinate delivery of relief funds provided by IOM/OFDA, ensuring that distribution is carried out in accordance with USAID/OFDA policies and regulations and other legal issues.
Monitor financial statements from the grantee(s) and the timeliness and quality of response(s), supporting recipient organizations through providing financial advice with regards to progress updated and disbursement requests etc.
Develop standard checklists and guidance notes to improve the quality of disbursement reviews and ensure consistent and high quality grant disbursement decisions and supporting documentation.
Ensure RRF activities are interlinked with existing humanitarian relief coordination - such as conducted by UNOCHA and the South Sudan Relief and Rehabilitation Commission. Ensuring that the RRF is utilized in a complementary way to other funding mechanisms avoiding duplication and pressing comparative advantages.
Conduct field visit and mission to monitor funded activities.
Work with OFDA and sub-grantees to refine the granting processes in order to promote the rapid availability of funds.
Perform such other duties as may be assigned.

Desirable Qualifications and Experience
a) a completed University degree from an accredited academic institution, preferably in Political or Social Sciences, Business Administration, Law or alternatively an equivalent combination of relevant training and experience; b) four years’ experience in Grants management; c) extensive project/offices management experience; d) previous experiences with IOM and with UN specialized agencies is an advantage; e) strong knowledge of USAID/OFDA policies and regulations.
Languages
Thorough knowledge of English. Working knowledge of Arabic and/or local languages an advantage.
