KEY RESPONSIBILITIES:
- Set up of appropriate P&C information system, recruitment and selection guidelines, employee and organizational communication, P&C planning and P&CIS framework with a ‘customer facing’ or ‘service delivery’ approach to HR.
- Recommend, create and update appropriate policies, processes, procedures, systems and structure to enhance delivery of P&C services and support the needs of the ministry of World Vision Mozambique.
- Establish and maintain responsive performance management system that will enhance personal and professional growth, build and strengthen organizational capacity by providing appropriate intervention that develops a disciplined and high performance culture.
- Provide guidance and advice to management on Labour Law, and ensure that processes involved in recruiting, selection, hiring and orientation, compensating, rewarding and disciplining, training, record keeping, terminating and other employment practices directly impacting staff are efficient, optimized, monitored and continuously improving.
- Conceptualize and manage with collaboration of the lead of capacity building the staff development plan and capacity building process of the organization making sure individual staff will have equal opportunities to achieve their highest potential.
- Ensure accountability, high quality and responsive management and administration of all P&C services.
- Develop and implement a P&C strategy for World Vision Mozambique that is in line with the organization’s goals and objectives.
- Ensure alignment of organizational & human resource development with WV’s vision, mission, core values and partnership standards.
- Develop awareness, systems and protocols to handle crisis considering appropriate levels of authority in the organization, and promote staff occupational stress management program to ensure appropriate staff care and support.
- Manage the P&C team, creating a culture of strong leadership and accountability.
REQUIRED:
- Must have a university degree in Human Resources or related field, preferably with a post-graduate qualification.
- Good Knowledge in Labour Law, dealing with disciplinary process, and taxation.
- Good planning and organizational skills.
- Excellent communication skills in Portuguese and English.
- Ability to maintain effective working relationships with all levels of staff, and other stakeholders.
- High level of confidence and confidentiality.
- Budgeting skills.
Minimum of 10 years experience in Human Resources with a minimum of 3 years in a managerial role.
