General functions:
Under the overall supervision of the Regional Manager and under the direct supervision of the M&E Manager the M&E Assistant will be responsible for collecting, correcting, collating, analyzing, investigating, and managing data, developing a master database and generating information on the impact of all GVEP programmes.
Essential functions
Under supervision by the M&E Manager, the job holder will
• Participate in establishing a framework, methodology, procedures, and responsibilities for the monitoring and evaluating program in accordance with the logical frameworks and reporting requirements
• Undertake regular visits to the field to support implementation of M&E activities;
• Work with program management and implementation teams to integrate M&E data into program planning and decision-making processes
• Plan and oversee M&E data collection, data cleaning and data entry and analyze such data to ensure relevancy and accuracy on a regular basis;
• Support the development of the Management Information System (MIS) and providing technical assistance to the design, development and implementation of the system
• Review and update the existing systems that will allow for regular and ongoing aggregation, analysis and reporting of monitoring data
• Support the management and implementation teams in providing appropriate and timely information and feedback;
• Ensure timeliness, completeness, accuracy and consistency of data collected so that it meets standards of quality expected for reporting
• Regularly assess the effectiveness of the database and improve it continually to reflect the requirements of the M&E function
• Whenever necessary, redesign and modify existing Monitoring and Evaluation and data collection tools to reflect any new developments
• Train colleagues on the use of data collection tools, ensuring
data safety and confidentiality of subject information
• Perform other duties as may be reasonably required from time to time.
Desirable Qualifications (Educational experience and competencies):-
• Bachelor’s Degree in Computer Science, Statistics, biostatistics or any related field with a significant statistical analysis content
• At least two years professional work experience in M&E/database development or management with advanced skills in MS Access, MS Excel, Visual Basic / oracle / SQL application development & programming, SPSS, stata.
• Demonstrated analytical, communication and writing skills with attention to detail
• Self-driven and able to deliver results with minimum supervision
• Willingness to travel extensively within the region, work extended periods in the field and interact effectively with partners
• Effective communicator, creative and analytical thinker, active learner, team player, and able to work effectively across cultures.
