Project Description: Several years of drought and the rise in global food and fuel prices are the cause of a protracted humanitarian crisis in Djibouti. Small in size and bordered by Ethiopia, Eritrea, and Somalia, Djibouti is considered one of Africa’s most barren countries. It can only produce three percent of its national food requirement. Much of Djibouti is covered by desert and thorn savannah, which renders living conditions for nomads and their livestock very difficult. More than two thirds of the country’s 800,000 inhabitants live in the capital city; the remainder are mostly nomadic pastoralists. Pastoralism, however, has become precarious as the semi-arid country loses ground to desertification and diminishing rains. In recent years, extreme droughts have caused a massive loss of livestock for pastoralists. Due to this destruction of livelihoods and sources of income, there has been a large influx from rural dwellers, nomads and semi-nomads to already strained urban areas. The destruction of livelihoods and sources of income has led to extreme food insecurity and malnutrition among the population of Djibouti. Johanniter International Assistance has been present in Djibouti since 1994, working in close collaboration with the Djiboutian Ministry of Health. Since 2003 the main focus of Johanniter’s activities has been on the fight against malnutrition. Johanniter has substantially contributed to improving primary health care services in the slums of Djibouti city and is currently supporting supplementary and therapeutic feeding centres in the slum of Balbala and in the rural district of Tadjourah. Besides the rehabilitation of buildings, the provision of food and medical material, psychomotor-training with malnourished children, Johanniter’s activities also include the training of community health workers for regular outreach to the slum population. Since 2005 these activities have been funded by the German Ministry of Foreign Affairs. Johanniter is now preparing to expand its supplementary feeding activities for moderately malnourished children in the outskirts of Djibouti-ville and the rural districts of Tadjourah and Dikhil, with a co-financing of ECHO.
Job Description:
The Nutrition Co-ordinator initiates and coordinates the implementation of the supplementary feeding program in the outskirts of Djibouti-ville and the rural districts of Tadjourah and Dikhil. The Nutrition Coordinator will collaborate closely with the Country Director and the project team and is responsible for the set-up, implementation and reporting of the project. The Nutrition Coordinator will also be responsible for national level coordination, representation, strategy development and other duties as need arises in coordination with the Country Director. The Nutrition Coordinator will be reporting to: Country Director of Johanniter in Djibouti; HQ (Berlin)
working with: Team of international and national staff and local authorities.
Job Responsibilities: plan and coordinate the supplementary feeding project in line with national policies, beneficiaries’ needs as well as Johanniter and donor program objectives and international standards data collection and data preparation: ensure the sound and effective collection of nutrition related data supervise the implementation (monitoring and evaluation, including project administration, procurement and maintenance of nutritional supplies and equipment, as well as inventory & quality control) of supplementary feeding activities ensure proper and adequate resource management (budget, HR, equipment etc) ensure that the program is sustainable and works within and be handed over to local partners or structures provide timely and adequate documentation, reports and proposals to Country Director, donors and authorities recruit and supervise nutrition staff in cooperation with Country Director and strengthen the capacity of community health workers to enable them to complete community nutrition education sessions in time recognise further needs and undertake assessments as necessary, write project proposals for new or follow-on projects and develop local strategies in close co-operation with Country Director liaise closely with health services in the field and ensure an integrated nutrition approach across sectors support country office to prepare project proposals, interim and final reports (narrative and financial) for the submission to donors and country office/ HQ ensure coordination of nutrition related services by regular meetings with partner NGOs/ INGOs and Government Departments maintain regular communication with country office, project staff and HQ compile regular reports, updates and articles for the public relations and fundraising department
Person Specification
9.1. Profession/Qualification: The nutrition co-ordinator needs to hold a University Degree in Nutrition and/or Public Health/ Medicine
9.2. Experience:
Working experience as nutrition co-ordinator (including financial management and administration) in implementing humanitarian projects for international NGOs in developing contexts Minimum 3 years technical experience in Nutrition and PHC programming at the field level Experience in implementing ECHO projects Experience in working with international and local partners, donors and nutrition authorities. Experience in the humanitarian context of the Horn of Africa; in particular community dynamics, drought cycles and security management in high risk areas
9.3. Skills: Strong analytical skills, demonstrated creativity in analysis of situations and data Excellent reporting and computer skills Knowledge and good understanding of logistical procedures HR management skills and cultural sensitivity Fluency in French and English with excellent verbal and written communication skills Proven ability to work independently, in isolation but also closely with the coordination team Proven ability to work with limited resources Prepared to travel extensively to program base locations. Good knowledge of international standards and relief tools for an acute emergency (e.g. Sphere Standards)

10.1. Start Date: As soon as possible
10.2. Duration: 12 months contract (with possible extension)
10.3. Remuneration: Salary range according to the ARV-J regulations depending on qualification and experience + per diem of of 32 EUR
