Title: Diaspora Outreach Strategy Development Consultant
Duty Station: Kigali (Rwanda)
Duration of Assignment: 30 Working Days (1 Month)

General Functions:
Under the overall supervision of the Head of Office and Programme Manager of IOM Rwanda, and under the direct supervision of the designated Project Coordinator in Kigali, and in close collaboration with the Diaspora General Directorate, the Ministry of Health and the Rwandan Diaspora Global Network, as well as with the IT Database Consultant and the IOM Kigali-based Staff, the successful bidder will assist in assessing the current situation and develop an outreach strategy to Rwandan Diaspora so as to strengthen the capacity of MINAFFET and linking it to an action plan for the project and government strategy.
Desirable Experience and Qualifications:
- Advanced academic degree in Social Sciences, International relations, political sciences or other relevant field, preferably with an international experience in communication/outreach strategy;
- A minimum of five years relevant professional work experience with diaspora, is highly desired.
- Excellent program development skills and demonstrated experience in outreach strategy;
- An established track record in communications, outreach, branding and knowledge management, including web management, video and graphic development and editing, proofreading and copy editing; knowledge and experience in social media management (Facebook, Twitter, blogs);
- Excellent verbal and written communications skills, and demonstrated experience working with a variety of stakeholders, including senior government officials, donors, journalists, editors, etc;
- Knowledge of the IOM and its role in labour migration and migration for development (MIDA);
- Demonstrated ability to take initiative and work independently with limited supervision;
- Knowledge of the communications, outreach and knowledge management processes are a plus;
- Excellent abilities in the use of ICTs, including developing and using web-based resources, especially for project management and remote communication;
- Demonstrated experience in working with state institutions and international organizations;
- Strong experience, positive attitude, and ability to deal with multi-stakeholders project;
- Sound knowledge of Rwanda, the Great Lakes Region, and the East African Community is an asset;
- Ability to work under pressure and to meet deadlines;
- Language Skills: Strong analytical, written and spoken communication skills in English and French particularly with regards to the database terminology are highly desirable.
