Background
Tanzania Commission for Science and Technology (COSTECH) is a public institution established by an Act of Parliament No. 7 of 1986. By the Act COSTECH is mandated to promote and coordinate research, promote technology development transfer, acquisition, storage and dissemination of scientific and technological information to the general public.
The under mentioned positions are vacant and are required to be filled as soon as possible.
1. Science Editor
Duties and Responsibilities:
The objective of this position is to ensure that all publications, printed or electronic coming out from the Commission are of good editorial standards. Specifically, the Editor’s duties and responsibilities, among others, will be the following:-
(i) Professionally editing all scientific reports, publications brochures as well as vetting all information posted on the COSTECH website.
(ii) Edit/review manuscripts.
(iii) Initiate the establishment of a scientific journal.
(iv) Preparation and production of newsletters.
(v) Prepare feature articles on science, technology and innovation in newspapers and other print media.
Qualifications:
• Postgraduate qualifications at Masters or PhD level.
• Should have at least 3 years experience in editorial work.
• Strong communication and writing skills.
• Knowledge and experience in ICT skills.

2. Information Scientist Duties and Responsibilities:
The role and purpose of this position is to carry out bibliometric analysis of scientific and publications from Tanzania. Duties and responsibilities will include, among others, the following:-
(i) Develop and manage electronic resources.
(ii) Conducting information audits.
(iii) Carry out bibliometric analysis of all scientific publications from Tanzania
(iv) Compile bibliographies, abstracts and indexes and re-packaging information, reports, periodicals, newspapers, articles, etc etc, for stakeholders consumption.
Qualifications:
• Postgraduate qualifications in information Management Ssyem.
• Experience with automated information management systems and electronic document management system (EDMS).
• Strong technical/computer background.
• Excellent analytical skill.
• Ability to work independently.
4. Social Scientist (Technology Transfer Officer) Duties and Responsibilities:
(i) Deal with social and economic matters related to coordination, promotion,
coordination, development, transfer, monitoring and evaluation of technologies for urban and rural use including formulation and review of related policies and guidelines.
(ii) Identify and document technology needs for various target groups (stakeholders) and prepare strategies and plans for interventions.
(iii) Assist innovators/inventors on issues related to commercialisation of their inventions/innovations and maintain close contact with them.
(iv) Scout for new, emerging and imported technologies, identify recipients and set strategies for sustainable adoption.
(v) Mobilise resources by conceptualising and developing programmes projects for soliciting internal and external funds.
Qualifications:
• Postgraduate qualifications in the field of social sciences
4. Physical Scientist (Energy Programme Officer)

Duties and Responsibilities:
(i) Deal with all matters related to coordination, development, promotion, transfer, monitoring and evaluation of energy technologies for urban and rural use including formulation and review of policies and guidelines.
(ii) Identify and document energy needs and develop an inventory of appropriate technologies to address the needs and prepare strategies and plans for implementation.
(iii) Popularise the use of environmentally friendly energy technologies, renewable energy resources and energy efficient processes.
(iv) Promote innovative ideas and processes related to energy technologies and scouting for new, emerging and imported technologies for adoption and scaling purposes.
(v) Mobilise resources by conceptualising and developing programmes/project for soliciting funds through private public-private-partnerships.
Qualifications:
• Postgraduate qualifications in the field of Physical Sciences.
5. Policy Analyst
Duties and Responsibilities:
The general scope of this position is to have an insightful analysis of public policies, evaluate, shape and influence Science, Technology and Innovation (STI) policy decisions affecting a wide range of problems and issues. Major duties and responsibilities, among others, will include the following:-
(i) Shaping and influencing the direction and content for evidence based STI policy
and related policies development.
(ii) Forecasting policy outcomes and consequences of policy alternatives including cost-benefits.
(iii) Conduct policy analysis and research studies.
(iv) Evaluating and analysing effectiveness of existing programs and proposed policy solutions, STI policies/programs; procedures and areas related to it to inform/ support stakeholders responsible for policy development.
(v) Reviewing and editing analytical reports to explore social issues and other problems that may be on the agenda of STI government policy makers.
(vi) Preparing policy briefs for publication and recommending action or needs for STI developments and preparing reports, publications and memoranda on STI policies.
Qualifications:

• Postgraduate qualifications on social sciences such as Economics, Political Science, Sociology or Demography.
• 3 years or more experience in related work in academic research.
• Extensive research skills, intellectual curiosity and passionate interest in translating research into policy.
• Proven record of scientific analysis and publications in peer reviewed journals and development and delivery of professional reports within time and budget constraints.
7. Medical Scientist
Duties and Responsibilities:
(i) Coordinate and promote health research in Tanzania.
(ii) Keep an up-dated inventory of national scientific activities, research equipment
and research scientists in R&D institutions, academia and industry related to health.
(iii) Initiate the establishment of strong linkages with and between R&D Institutions undertaking research and technological activities on medical and public health.
(iv) Promote public private partnerships in health research for socio-economic development of the country.
(v) Carry out indepth analysis of research achievements and constraints in health.
Qualifications:
• Postgraduate qualification in Medicine, Public Health or related fields.
• At least 3 years of progressive work experience in health care and health research.
• Experience in proposals writing, quantitative and qualitative research methodologies and analytical skills.
• Proven record of publications in peer-reviewed journals and development and delivery of professional reports within time and budget constraints.
8. Executive Assistant (Strategic Unit Manager) Duties and Responsibilities:
The objective of this position is to coordinate strategic management, resources mobilisation, external relations and research and development foresight in the Director
General’s Office. Major duties and responsibilities will be among others, include the following:-
(i) Coordination, planning and designing of corporate strategy.
(ii) Coordination of implementation of corporate strategy, monitoring and evaluation. (iii) Follow-up implementation of corporate strategy from various departments and
produce reports from time to time.

(iv) Ensure that every employee in the Commission understands the corporate strategy and its execution/implementation.
(v) Ensure that the Commission’s goals are achieved.
(vi) Mobilisation of resources by conceptualising and developing programme/projects for soliciting funds from wherever to implement the Corporate Strategic Plan.
(vii) Conduct research and technological development foresights and advise the Director General on current and best practices regarding research and technological development.
Qualifications:
• Postgraduate qualifications in the relevant fields.
• Over 3 years experience in a senior position in corporate organisation.
• Must be excellent in strategic planning and analytical skills.
• Ability to work independently.
9. Grants Manager
Duties and Responsibilities:
The objective of this position is to well manage and administer the National Fund for Advancement of Science and Technology (NFAST) to effectively and efficiently contribute to the socio-economic development of the country.
Main duties and responsibilities will include the following:
(i) Oversee, coordinate, promote and manage the NFAST facility fitting the
Commission’s mandate.
(ii) Design a coherent grant-making policy that serves stakeholders effectively.
(iii) Act as the first point contact in providing relevant information and guidance for all grant related enquiries.
(iv) Prepare and coordinate calls for NFAST grant applications; processing of received grant applications and monitoring and evaluation of the same.
(v) Identify and recruit assessment panels; organize and coordinate grant applications assessment panel meetings, record deliberations and communicate decisions to applicants.
(vi) Coordinate payment processes of grant awards.
Qualifications:
• Professional and Postgraduate qualifications in Financial Management, Accounting, Auditing, Grants Management, Project Management or allied fields.
• Over 3 years experience in grants management or projects management.

• Experience in proposals writing; quantitative and qualitative research methodologies and analytical skills.
• Strong technical/computer skills and statistical methods.
SALARY
The positions advertised are substantive duty positions. They will be recategorised into the Parastatal Researchers Scheme of Service and Salary Scales in positions and salary negotiable according to qualifications ranging from Research Officer Grade I to Principal Research Officer Grade I. Salary scales will range from COSS 7 to COSS 14.
