The purpose of this consultancy is to upgrade NSP Information Database and develop new features such as an automatic generation of maps and statistics.
Expected Output:
Review and upgrade of NSP database: NSP database structure is reviewed and reinforced. NSP database is secured. NSP database access rights and procedure are reviewed. NSP database workflow is reviewed to allow easy and independent input by non IT-specialist. NSP database is set-up on relevant computer. A User manual is to be drafted, and will also describe the Database architecture and features.
New features are developed NSP database is upgraded to adapt include new tagging system and better production of statistics. NSP database is upgraded to allow automatic and user friendly production of statistics. Statistics would be represented graphically, with possibility of export to EXCEL and PDF format. NSP database is upgraded to allow automatic and user friendly production of maps, which will include representation of statistics, as well as some textual elements extracted from the database. Maps could be exported to JPG, and PDF format. NSP database is upgraded to allow automatic and user friendly production of dynamic timelines based on maps, which will include representation of statistics, as well as some textual elements extracted from the database. Such timelines could be exported through Flash format, or through series of JPG or PDF files.
Training Once the database is completed and accepted by NSP, a 1 day training minimum training will be organized in Nairobi to NSP staff to teach them the new features of the database.
Technical elements
So far NSP uses an Access database. Around 4000 NSP articles are registered. A user interface has been developed, to allow non IT specialist to input and extract articles. The database is at the moment set-up on only one computer. It is not planned at the moment to have this database accessible on the internet.

Profile of the consultant
At least 5 years of experience as a Lead Project Manager in Database development.
Proven Experience in data visualization production.
Proven experience in workflow Organization and optimization.
Proven Experience in Database Security.
Proven experience of development of similar projects for UN or similar institutions is a plus.
Capacity to discuss and engage with non technical people.
Capacity to draft clear documentation and specifications.
No Sub-contracting. Suspicion of sub-contracting will automatically suspend the contract. Full
availability during the entire duration of the contract for constant interaction with NSP Team is
requested.
Schedule of Payment
30 % of total contract amount upon signing of contract;
50% of total contract amount upon final delivery of the database, and its extra components;
20% of total contract amount 1 month after the final delivery of the database, after training
is performed and bugs are corrected.
The consultancy will be managed by NSP.
Guarantee
After final payment of the 100% amount of the contract, a guarantee of 3 months will be given by
the consultant. During this period of time, any bug reported by NSP should be fixed at no cost by the
consultant, in diligent time.
