We are currently seeking a Chief of Party for an anticipated USAID-funded Pastoralists Resiliency Improvement and Market Expansion (PRIME) project in Ethiopia. The project’s primary focus will be to reduce hunger and poverty by increasing household incomes and enhancing resiliency and adaptive capacity of pastoral communities to climate change through market expansion. To achieve this objective, technical components will also include: fostering the growth and competitiveness of livestock value chains; addressing the needs of the very poor and chronically food insecure households through reaching down to this population through value chain interventions and addressing their needs through interventions; improving the policy environment through a continuous evaluation and learning process through collaboration and linkages; and improving delivery of human health services and behavior change. Chief of Party responsibilities and qualifications for this program include but are not limited to the following:
Responsibilities: • Assume responsibility for overall program management of the PRIME project • Provide technical leadership, oversight, and support to all aspects of the program as listed above • Developing a strong, coherent vision within PRIME and initiating innovative strategies across the program • Lead and/or participate in strategic and high level policy forums and meetings with various sectors and advocate for broader pastoralist issues • Contribute to improving pastoralist’s policy environment using PRIME evidence base and learning generated through the project • Supervision of all international consultants and local project staff • Quality control and timeliness of all deliverables, including workplans, quarterly reports and other USAID reporting deliverables • Manage a large budget, track expenditures and ensure compliance with USAID compliance requirements • Enhance local capacity, as envisioned by USAID FORWARD • Ensure project activities meet deliverables, as envisioned by the project results framework. • Utilize results-based management, using the Monitoring and Evaluation framework as a primary management tool. • Travel to pastoral regions of Ethiopia on a regular basis • Preparation or supervision of work plans, financial, logistical and other documents • Review of all financial and logistical information on a periodic basis • Recommendation and evaluation of proposed staff • Serve as principal liaison between USAID/Ethiopia staff and all other counterparts, government of Ethiopia officials, private sector institutions, and client country partners to exchange information and develop professional relationships. • Make verbal or written presentations as requested by the COTR to varied audiences
Qualifications: • A Master’s degree in international development, livestock, agriculture, natural resource, environment or related field of study or equivalent work experience. • Ten (10) years or more of progressively international work experience in managing and implementing pastoral or livestock programs in the Horn of Africa, with a demonstrable track record of innovation and leadership. • Five (5) years or more of progressively responsible supervisory work experience including direct supervision of professional and support staff; and assembling teams working on multi-faceted international development programs. • Five (5) years or more of senior management experience in project or organizational management, gender mainstreaming and working in a multi-cultural environment. • Demonstrated expertise and experience in managing complex private sector and/or agricultural development programs, preferably within an African context • Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, and research institutions • Demonstrated successful experience in implementing programs aimed at increasing the competitiveness and inclusiveness of value chains, including livestock value chains
