Organizational Setting

The Department of Technical Cooperation (TC), through Major Programme 6 - Management of Technical Cooperation for Development, provides strategic direction for planning and works closely with Member States to formulate and implement the technical cooperation programme based on their identified needs, interests and priorities. Advice is received on key technical cooperation trends and issues from the Standing Advisory Group on Technical Cooperation (SAGTAC). The Department comprises four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America) and a Division of Programme Support and Coordination.

The TC operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy and decision-makers as well as technical counterparts in Member States, other parts of the Secretariat and the international development community.

Main purpose

Reporting to the Deputy Director General, the Programme Coordinator organizes the planning, monitoring and performance reporting for MP6. He/she provides analysis and research on feedback received from stakeholders, in particular governing bodies.

Role

The Programme Coordinator is an analyst, reviewing and analysing complex information from a broad range of sources, a policy developer, leveraging this analysis into concrete proposals for improving the performance of MP6 and a planner ensuring consistency and harmonization of programmatic inputs at departmental and interdepartmental level.

Partnerships

The Programme Coordinator builds strong working relationships with senior staff in and outside the Department liaising at a policy and strategic level. He/she collaborates and interacts closely with other Programme Coordinators. He/she maintains a network of contacts for facilitating dialogue with Member States.

Functions / Key Results Expected

  • Organize the design, planning and reporting of Major Programme 6, liaising directly with Division Directors at a policy and strategic level. In particular: coordinate inputs and compile draft Programme facilitating linkage with Divisional work plans; prepare final draft of Programme Performance Assessment Report, and; monitor and maintain liaison with other Major Programmes.
  • Coordinate policy in respect of MP 6 and cross-cutting issues, handling all liaison with Offices of Legal Affairs, External Relations, and Policy-Making, and contributing TC inputs to the development and monitoring of the Medium Term Strategy.
  • Act as the secretariat to SAGTAC, providing direction through preparing agendas, organizing the meetings, and keeping records by coordinating the preparation of background documents, presentations and reports. This also involves keeping minutes and ensuring appropriate follow-up.
  • Provide technical coordination for the TC Seminar Series; Identifying topics and speakers, and organizing the event.
  • Coordinate and support DDG-TC's preparation and follow up on executive level meetings (DGM and TCTD), and meetings of the Governing Bodies, synthesizing inputs from all TC Directors, organizing strategic guidance for documentation, attending meetings, and preparing briefs and summaries as required.

Knowledge, Skills and Abilities

  • Knowledge of international and regional issues and trends in technical cooperation.
  • Knowledge of the UN system.
  • Understanding of the peaceful applications of nuclear science and technology and their use in the developing country environment.
  • Knowledge of strategy and policy planning processes.
  • Ability to analyse complex situations and strong synthesis skills.
  • Ability to provide timely and firm recommendations based on sound judgement.
  • Excellent oral and written communication skills:
    • Ability to conduct presentations and to convey ideas concisely by clearly formulating positions on issues and articulating options;
    • Ability to prepare briefs, reports and speeches, make presentations and to advocate high-level support for programmatic activities;
    • Proven ability to write clearly and concisely.
  • Ability to work in an environment requiring liaison and collaboration with multiple partners, including government representatives, colleagues from technical Departments and other stakeholders.
  • Ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university degree in public policy, political science, international relations, public administration, or related fields.
  • A minimum of 10 years of progressively responsible experience in management and coordination of international cooperation programmes, with at least 5 years involving policy analysis and strategic planning.
  • Experience in working with international and/or UN system organizations. Field experience in developing countries is highly desirable.
  • Previous professional exposure to the nuclear field would be a distinct advantage.
  • Fluency in written and spoken English essential. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $52 570*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
