1. Background
The Intergovernmental Authority on Development (IGAD) was established in 1986 as Inter-Governmental Authority on Drought and Development (IGADD) with a mandate to mitigate the effects of drought and combat desertification in the member states namely, Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda. In 1996 it was revitalized as Inter-Governmental Authority on Development (IGAD) and its mandate expanded to include food security and environment protection, economic cooperation, political and humanitarian affairs.

The IGAD member states have therefore intensified regional co-operation within its mandate to prevent and manage conflicts and humanitarian affairs and confront emerging and cross-cutting issues including, HIV/AIDS, reproductive health and gender in order to harness and exploit its vast resources towards renewed economic growth. In that line, IGAD is working with World Bank through IGAD HIV/AIDS partnership program (IRAPP) on an undertaking of addressing underserved populations by national efforts of the member states.

The IGAD Regional HIV & AIDS Partnership Program (IRAPP) is a reflection of the common objective of the National AIDS Authorities of IGAD member states and development partners to work in a mutually supportive way to address the sub-regional cross-border and mobile populations (CBMP) aspects of the HIV/AIDS challenge. This four-year program financed by the World Bank and CIDA has three components:

  • Component 1: Support to Refugees, Internally Displaced Peoples, Returnees, Surrounding Host Communities and Cross-border Mobile Populations;
  • Component 2: Cross-border collaboration on the Health Sector Response to HIV/AIDS and
  • Component 3: Project Management, Coordination, Capacity Building; and Monitoring and Evaluation (M&E).

2. Context of the assignment

The Program Facilitation Office requires the services of a Project Officer to work closely with the NAC and implementing partners of the IRAPP project in Djibouti and Somalia to support annual work program planning and implementation of activities. He/she will boost the activities by providing technical knowledge on appropriate programming approaches and strategies, including, conducting site supervision of activities with the Country Focal Points in Somalia and Djibouti, conducting independent verification of project activities and providing hands on support to ensure program activities are implemented in timely manner. The project officer will work with NACs and implementing partners to ensure that activities are results based and that internationally adopted standards of HIV/AIDS programmes are adopted and utilized. The Officer will facilitate coordination of activities between NACs, IPs and UNHCR to avoid duplication of efforts and enhance program activities.

3. The Project Officer will also provide technical support to the health desk of IGAD as needed, to facilitate conceptualization and preparation of activities complementary to the IRAPP project. . The duration of the assignment will be one year with a possibility of extension thereafter; and the duty station will be in Djibouti.

4. Objectives of the assignment

5. The objectives of this assignment is to provide hands on technical assistance to NAcs and Implementing Partners (IPs) in Djibouti and Somalia; and to support the IGAD secretariat on health related issues in a coordinated and harmonized manner with other IRAPP PFO staff located in Kampala, Uganda. As set forth in the context of the assignment.

6. Scope of work

Include the role of the PFO in project implementation etc to provide some context as to the structure within which this current position is placed.
Incumbent is technically and hierarchically accountable to the PFO coordinator based in Kampala, Uganda. The Program Officer will oversee IRAPP activities for Djibouti and Somalia and ensure that they are planned, implemented and monitored to satisfactory standards.
Specific duties:

• To work as a member of a team of PFO officers in Kampala and in close collaboration with the IGAD Health Program Manager;
• To facilitate the timely preparation of IRAPP work-plans for Djibouti and Somalia, using the bottom up (IP-NAC) approach is adopted; ensure that legal and appropriately positioned Implementing Partners (IPs) are identified, conduct work plan review with Country Focal Points and UNHCR officers; and ensure final approved annual work plans are in line with the agreed standards for country work plans.
• Provide hands on technical assistance to NACs and IPs as needed, and esure timely and results based e implementation of the plans;
• To provide regular practical advice and support for the NACs and the implementing partners of IRAPP project in all phases of project implementation;
• Collaborate with the Finance and Administration Officer to ensure that funds reach the implementing partners in a timely manner as required and agreed upon;
• Collaborate with the IRAPP component coordinators please list this component coordinators on their assignment and provide regular updates;
• Collaborate with the M&E officer and ensure that quarterly reports and other programmatic reports provided by Country Focal Points are received in a timely manner and satisfactory by IRAPP standards
• Conduct, independently or jointly with PFO team or other relevant partners, supervisory visits to the sites of the implementing partners Carry out other activities that promote effective implementation of IRAPP activities.
• Provide technical assistance to IGAD secretariat on health related issues.

7. Deliverables

During the assignment period, the IRAPP officer is expected to provide the following outputs:

(a) Timely submitted quaterly progress reports for IRAPP activties in Djibouti and somalia
(b) Prepare annual technical assistance and support plan for Djibouti and Somalia


8. Qualifications:

• Master degree in Public Health or equivalent in management, public health sciences, development or social sciences, or equivalent
• At least five years of experience in development programs, of which three years in development programs, projects, or project components that include implementation of community or social-sector projects at the field level and dealing with government agencies, non-government organizations, and consulting companies
• Good interpersonal relations, communication, and facilitation skills
• Ability to work in a multicultural environment
• Good coordination skills
• Good command of computer skills in at least word processing, excel and PowerPoint.
• Excellent command of French language and Good oral and written communication skills in English
• Working knowledge in the major languages in Djibouti and Somalia would be an advantage.
• Previous work experience in Somalia or Djibouti or on HIV/AIDS activities in either of the countries will be an advantage.
