Reporting hierarchically to the Field Manager and functionally to the Logistics Manager and to the Finance and Administration Manager, the Logistics Administrator Officer will be in charge of the logistical and project administration activities, the accountability of the project and the national staff management.
Key Responsibilities
General:
-Participation to the preparation, planning and response to emergencies, together with the team -Participation to the preparation, planning and realisation of the project's logistical, financial and administrative activities -To ensure a proper administrative management of the national staff and to assist other supervisors for their administrative management tasks -He/she is in charge of the management of the logistics and administration team -To participate to the hiring of the project's logistics and administration staff. -To implement and to comply with the procedures and financial controls for the project. -To monitor the accounting and to follow up on the budgets for the project. -To make monthly reports and other necessary reports on the development of logistical, administrative and accounting activities of the project. -Implementation of the project's security plan according to the security guide and under the supervision of the Field Manager.
Logistics:
-Management of stocks and storage (inventories, warehouse management, etc.) -Management of the fleet of vehicles. To ensure the periodical check-ups, the availability of spare parts, the fuel consuming rate and storage, the planning of vehicles moves, etc. -Communications (HF radios, VHF, phones and fax): maintenance of communications equipment, to guarantee its good usage and state for the execution of activities and for the teams security. -Energy: management and maintenance of generators and other electrical equipment, to guarantee the electrical supply to the project's facilities and to Oxfam house/office. -In charge of the IT equipment maintenance: back-ups, firewall, e-mail, etc.
Administration:
-To implement entirely IO policies and standards established by the Coordination. -In charge of the hiring and selection / promotion process and hiring of other national staff after consulting with the corresponding direct supervisor and the coordination team. -To supervise the register of all national staff's contracts and salaries as well as the correct payment of labour tax, social security and other official charges. -Daily management of the logistics and administration team under his responsibility: planning, post profiles, hiring, training and evaluation.
Experience and Skills
-2-years professional experience in the field of logistics and/or administration and finance in Humanitarian Action programmes. -1 year experience in emergencies -Field experience with other organisations or companies in a developing country as logistician. -Experience of team Management. -Languages: Proficiency in Portuguese or Spanish, English fluent (spoken and written). -IT: knowledge at user's level, good knowledge of Excel and SAGA.
