BACKGROUND
CIDA-funded internships
The Canadian International Development Agency (CIDA) funds an annual placement programme - Young Professionals International (YPI). As a part of the this programme, CIDA has entered into a Contribution Agreement with the Secretariat of the Youth Employment Network (YEN), Switzerland and Global College, Canada and the to place 5 Canadian “YEN Associates” in YEN/ILO country offices. The five countries where Associates will be hosted are Syria, Senegal, Ghana, Indonesia and Tanzania. The programme will be run annually over a 3 year time period: 2011-2013.
International Labour Organization – Kenya Project Office In Kenya, the ILO is collaborating with the Kenya Community Development Foundation (KCDF) to run the Youth-to-Youth (Y2Y) Fund. The Youth-to-Youth Fund is a concrete offer to youth-led organizations in Kenya to actively engage in youth entrepreneurship development and to identify innovative, small-scale solutions that can be replicated by others. In line with the ILO’s focus on green employment and entrepreneurship, a portion of the Y2Y Fund grants in Kenya are earmarked for projects that support the promotion of green entrepreneurship opportunities for youth.
The first call for proposals in July 2010 resulted in 156 applications. The 29 most innovative proposals were selected by a panel of national experts to continue to the second round. KCDF trained two representatives from these organizations in project design and proposal writing. Following the training, organizations submitted a revised and more detailed proposal for the next round of competition. Out of these the 18 proposals with the most potential were selected to proceed to the final round during which the finalist organizations showcased their projects and a jury of representatives from the public, private and civil sectors in Kenya interviewed and selected the grant winners.
Ten organizations were selected to receive the Y2Y Fund grant package of funding and capacity building to implement their entrepreneurship development projects. These projects will be implemented with technical support from KCDF, YEF and its BDS partner organizations.

Youth Employment Network The Youth Employment Network is an interagency partnership of the International Labour Organization, United Nations and World Bank working to engage, educate and motivate actors to provide improved employment opportunities for youth. YEN was created in 2002 following the Millennium Summit which identified youth employment as priority for the global development agenda. In 2008, YEN went through a major revision of its intervention strategy, dedicating itself to providing more demand driven services to its Network and committing itself to higher accountability towards its stakeholders. The result of this revision was the division of YEN’s work into 4 major workstreams: (1) Advisory services through YEN’s Lead Country Network, (2) Capacity building on rigorous evaluation through YEN’s Evaluation Clinic, (3) Innovation through the Youth-to-Youth Fund and (4) Partnership development through an online portal called the YEN Marketplace.
YEN’s primary role in the Programme is to provide Associates with context and backstopping on the youth employment issue. YEN will be the main interface with host country institutions, assisting in aligning Associates work with priorities of the host institutions and transferring learnings to the wider YEN Network.
Global College The University of Winnipeg Global College fosters global citizenship and engagement in human rights through interdisciplinary teaching, research, dialogue, and action in local and global communities. As an action-oriented, interdisciplinary forum for bringing students and community members into contact with local faculty, visiting scholars, local leaders and notable speakers from around the world, to discover their role within the local and global community, Global College provides a range of global citizenship programming for its affiliated students, beginning in secondary school, reaching beyond university graduation.
Global College’s will act as primary administrator for the Programme, responsible for recruitment, ensuring that Associates are trained and prepared for their placements and travel and salary arrangements are made. Global College will also lend its education expertise, facilitating learning among Associates and ensuring this learning is shared with a broader Canadian audience.
DUTIES AND RESPONSIBILITIES
In Canada / pre placement:
• Participate in 5-day orientation training hosted by Global College, Winnipeg • Conduct basic research on the youth employment situation and related challenges in the host country, with a particular emphasis on identifying both gaps and assets/good practices on how the business community, policies and institutions support opportunities for youth, thereby gaining a greater understanding of the role and benefits of private sector development in promoting youth employment opportunities. • Drew a preliminary comparison with their host country, including an examination of the current diplomatic and trade relationships with Canada. • Prepared a briefing package summarizing key best practices, tools and success profiles of youth entrepreneurship and employment initiatives. • After returning from overseas, the intern will spend one week of post internship debriefing and commence re-integration by working with fellow interns for a one week period on summarizing key collective recommendations on key actions, tools and practices, based on their lessons learned • The criteria for best practices could be identified and shared among Lead countries.
In host institution:
The associate will assist the YEF team in implementation of 6 programme components. In particular, the associate will assist the Youth-to-Youth Fund Regional Coordinator in administering and monitoring grantees of the annual call for proposals in the 3 target countries of Tanzania, Uganda and Kenya. The objective of the Youth to Youth Fund competitions is to promote innovative youth-led employment and entrepreneurship projects with the goal of creating sustainable jobs for their peers. Within this area the associate will have the following responsibilities:
Outreach phase • Establish and maintain contacts with media outlets, (Print, Radio and TV), youth association umbrella contacts and relevant government ministries and agencies. • Work actively to ensure the widespread distribution of the YEN Youth to Youth Fund applications package in both urban and rural areas. • Prepare statistical data on the applications received.
Selection phase • Support the selection team in selecting winning proposals. • Participate in the organization of a capacity building seminar for Round 1 shortlisted organizations. • Assist in the finalization of project documents, by reviewing grantee work plans and budgets as well as carrying out missions to project sites.
Implementation phase • Monitor progress of selected projects. • Regularly report on progress of projects of grantees alerting and assisting in resolving any issues that arise during implementation Other tasks • Prepare lessons learned document from the first round of the grant scheme • Perform other duties as required.
QUALIFICATION AND EXPERIENCE
Eligibility: A Canadian citizen or permanent resident -A post-secondary graduate - graduate of a degree or diploma program from a university, college, post-secondary school of technology, post-secondary institute or a CEGEP -Out of school -Between the ages of 19 and 30 -Unemployed or underemployed -Legally entitled to work in Canada
Skills/experience: Ability to draft technical reports and meet deadlines; excellent computer skills. Strong relational skills are needed to ensure effective coordination of a network with partners from different sectors and countries. Working experience in international development and with project cycle management. Experience working or living abroad.
Languages: This post requires proficiency in English. Knowledge of Swahili would be an asset.
