Job Title: Program Coordinator Quality Improvement

Purpose of post: The Program Coordinator Quality Improvement (PC-QI) is a critical member of the EGPAF team in Tanzania responsible for implementing a quality of care strategy and working with other members of Care and Treatment and PMTCT teams to provide on-going support to EGPAF-supported sites. The PC-Ql has a responsibility to support, co-ordinate and provide technical expertise for the implementation of high quality Ql initiatives according to EGPAFs quality improvement plan. PC-Ql will ensure that EGPAF-supported sites reach their targets by leading efforts to initiate quality improvement cycles in order to improve the quality of service delivery. The PC-Ql will collaborate closely with JSI, EGPAF HQ, EGPAF, Global staff and National AIDS Control Program (NACP).
Location: DSM (with regular travel to the field)
MAJOR DUTIES AND RESPONSIBILITIES.
DEVELOPMENT AND COORDINATION OF EGPAF’s Ql APPROACH
Development, implementation and monitoring EGPAF Ql plan
Development of tools and indicators.
Develop and maintain quality improvement monitoring tools that are used by EGPAF staff to monitor EGPAF supported sites
Develop and monitor quality improvement indicators at all EGPAE Project Heart supported sites: work with departments and program officer to analyze and improve performance based on site assessments on those indicators.
CAPACITY BUILDING OF EGPF STAFF IN Ql PRINCIPLES
Training
Building the capacity of all technical staff to integrate Ql principles into their work and various departments.
Provide on the site Ql mentoring (refresher training) for all program officers previously trained in Ql with the assistance of senior technical staff in Dar Office, EGPAF-HQ and JSI.
Technical Assistance.
Work with all departments to facilitate internal program component quality improvement by initiating quality improvement initiatives in each department where necessary.
Coordinate regular meetings to share M&E and Ql data and patient outcomes so that departments know how effective the program is and what are the areas that need more support and focus.
Work with Program Officers PMTCT and C&T to ensure they apply Ql principles in routine supportive supervision; carry out regular performance measurements at sites; analyze Ql data; provide Ql feedback to site staff, CHMT and RHMT; and attend Ql meetings at site level when able.
CAPABILITY BUILDING OF EGPAF SUBGRANTEES IN Ql PRINCIPLES
The Program Coordinator will be responsible for the overseeing Ql activities and ensuring systematic use of Ql principles by all EGPAF sub-grantees.
Training
The program coordinator will be responsible for overseeing site level training and efforts to build site capacity to implement quality improvement activities, working in collaboration with Ql TOTs and appropriately trained EGPAF staff. This involves collaborate with the training department.
Technical Assistance
Lead efforts to conduct site specific assessments of quality improvement capacity and monitor program officer’s Ql activities
Initiate Ql activities in health facilities that are identified as requiring Ql interventions based on analysis of C&T, PMTCT, EID/EPL, LAB, TB/HIV, PITC, SCM, CL & TRAINING data.
Oversee data collection activities related to quality improvement efforts. This may include, but not limited to, working with EGPAF M&E staff and working with sites to routinely submit agreed upon clinical data.
Support RHMT and CHMT Ql teams in implementing the National Quality Improvement Guidelines.
Feedback
Manage data and information generated from routine monitoring and evaluation and quality of care report and disseminate data/reports as appropriate to RHMTs, CHMTs, sites, EGPAF and JSI/Boston.
Work with relevant staff to coordinate regular feedback to and information exchange with all stakeholders, including sub-grantees, in EGPAF programs to share experiences in order to improve quail in EF’s program
Ql meetings
Ensure regular quality improvement meetings take place at site-kevel with the program officer responsible in attendance (reviewing data, flow charts and setting/following up action plans through PDSA cycles) to strengthen Ql in existing health management structure.
Conduct routine meetings to review information and data for program quality with M&E, CMT other technical program officers and operations staff where needed.
REPRESENTING EGPAF TO MOHSW, DONORS, HQ AND OTHER STAKEHOLDERS CONCERNING Ql ACTIVITIES.
Serve as the primary liaison with EGPAF quality of care partner, JSI Research and Training Institute. She will be responsible for coordinating JM support to quality efforts, working closely with JSI US
based staff to provide relevant and supportive technical assistance to support country office and site specific support for quality improvement and assurance activities.
Work closely as EGPAF’s primary liaison person with National
AIDS Control Program, University Research Company (URC) and Pharm Acces International to support them in implementation of National Ql program. Participate in meetings and assist in conducting trainings as requested when appropriate.
Use results of Ql interventions to develop reports, best practice documents and guidelines in collaboration with other EGPAF staff, to share with EGPAF, site staff and partners.
Conduct semi-annual Ql campaigns by expanding Ql initiatives at health facilities, synthesizing and analyzing semi-annual data, presenting Ql findings as publishing literature (e.g. abstracts) in collaboration with Ql TOTs and appropriately trained staff. Formulate semi-annual reports for Global and HQ Ql staff.

Program Officer Ql
The Program Coordinator Ql has the primary responsibility to supervise, mentor and manage the Program Officer Ql. Together, they will be responsible for oversight of Ql activities and ensuring systematic use of Ql principles by all EGPAF sub-grantees.
Program Officer PMTCT and C&T
The Program Coordinator Ql has the primary responsibility to supervise and mentor POPCs in all issues related to QL; to support POPCs in use of Ql principles and implementation of Ql activities in their daily work and to manage Ql data and information generated by POPCs
Monitors Ql activities amongst EGPAF Tanzania’s departments.
REQUIRED QUALIFICATIONS Education and experience
A university degree, with diploma/registration in clinical medicine or nursing (RN, Medical Assistant, Clinical Office) or equivalent degree (or proven equivalent experience)
Knowledge and experience in HIV and AIDS care. Experience with the public sector health care system. Preference for clinical or nursing working experience.
Proven ability to manage data and familiarity with computer data analysis packages.
Experience in program-related work (or public health) with a Masters of Public Health or equivalent degree (or equivalent experience) will be an advantage.
Experience in the development of quality improvement tools and systems in HIV-related activities is an advantage
Experience in the development of quality improvement tools and systems in HIV-related activities is an advantage
Ability to travel within assigned country 30-40% of the time

Experience in the writing of guidelines, best-practice documents eostracts, proposals and reports.
