TPO Uganda is a local national NGO that has been operating in Uganda for over 17 years now. Our projects target the most vulnerable communities delivering the following critical interven¬tions; Care and Support to HIV/AIDS Orphans, Psychosocial Support and Mental Health Services, Promotion and Protection of the Rights of the Child and Livelihoods and Food Security Improvement.
TPO Uganda is part of a consortium that has been awarded a grant by USAID to implement a 5 year project that aims to improve the lives of vulnerable children and their households. The project known as SCORE will be implemented in over 30 districts and we are now looking to fill the following positions that will be available at the TPO Regional Office that will be established in Mbarara.
Job Title: Data Manager
Technical supervisor; strategic information technical advisor
Reporting to: Project. Coordinator TPO Uganda
Job summary: The Data Manager is responsible for managing all the project data and strategic information needs. S/he will establish procedures, systems and processes for collecting and man¬aging SCORE project related data in the TPO service districts. SI he will frequently consult with the SCORE Strategic information and M&E Advisor to ensure that all project data collected feeds into the Project Monitoring Plan in an integrated manner. S/he will ensure that data and related information is collected, processed and reported on in a timely manner and will also participate In project related operational research.
Key responsibilities
• Establish data collection procedures and mechanisms that ensure the timely collection of relevant demographic data on target households.
• Working with the SCORE M&E Technical Advisor construct and maintain a client monitoring database, that feeds into the SCORE project monitoring plan.
• Prepare and generate trend analysis and problem preva¬lence reports that can be used to improve targeting and quality and/or type of services provided.
• Train and support project staff and implementing partners on the use of the project's monitoring and evaluation tool with regard to data collection and management, quality assurance and reporting.

Person specification
• A minimum Bachelors Degree in Business Statistics, Com¬puter Science, Information Technology or a related field of study. Applicants with a Social Work oriented degree BUT with formal qualifications in data management as well as Project Monitoring and Evaluation at diploma level with 3 years minimum work experience will also be considered. Candidates with professional certificates in project plan¬ning and management will have an added advantage.
• Knowledge and 3 years experience with OVC M&E data, familiarity with the national OVC information management system, quality standards and managing a complex inte¬grated M&E system.
• Technical and demonstrable IT skills and proficiency; construction and maintenance of data bases, data analysis using SPSS/EPI Info and other statistical softwares is an added advantage.
