Duration: 1 year with possibility for extension based on performance
Africare, a USA based Private Voluntary organization headquartered in Washington D.C, is seeking applications for a qualified Tanzanian, to fill the position of Monitoring and Evaluation Specialist for the Mwanza Bora Nutrition Program (MBNP), based in Dar es Salaam. The MBNP is a USAID- funded program through Feed the Future (FtF) and Global Health Initiatives (GHI). The goal of the program is to support the Government of Tanzania to bring about significant and measurable changes in the nutritional status of Tanzanians through the implementation of the National Nutrition Strategy, the Tanzania Agriculture and Food Security Investment Plan (TAFSIP), and other relevant policies and strategies. Specifically, MBNP is aiming to improve the nutritional status of children, pregnant and lactating women in Tanzania, with specific focus on reducing maternal anemia and childhood stunting by at least 20% in Dodoma, lringa, Manyara, Mbeya Morogoro and Songwe Regions, and in three districts in Zanzibar.
Position Description
The incumbent will provide overall strategic leadership and accountability for the performance of monitoring and evaluation (M&E) of the MBNP. The Specialist will work in collaboration with staff of Africare and MBNP consortium member, project field offices, and project implementing partners and key stakeholders in Government, development partners and non-governmental organizations (including the private sector). In addition, he/she will be responsible for Africare's inputs to the Feed the Future surveys projects in Tanzania, and will oversee and manage project-specific studies and follow- up surveys of the program. The Specialist will manage field M&E staff, short-term surveys and operational hires.
Responsibilities
Implement project's; result-based M&E Plan, thereby ensuring timely and accurate reporting on indicator-based performance, including , reports for both USAID and Africare, and managing project evaluation activities.
Strengthen MBNP information management, with focus on childhood stunting and maternal anemia interventions.
Manage M&E data through data quality control and information systems management.
Support MBNP study activities through design of questionnaires and other tools; development of data collection protocols; oversight of survey work; data analysis; management of survey budget; and review of literature and technical reports.
Generate knowledge products and learning materials per project requirements.
Implement information dissemination activities to ensure lessons learnt are integrated into the program.
Produce required reporting content and documents as stipulated in the project's document.
Build capacity of M&E staff to enable them complete their tasks effectively; and ensure short-term survey hires complete their assigned tasks and observe appropriate protocols.
Oversee M&E field staff and short-term survey hires, ensuring that responsible staff do monitor data collection and report timely and accurately.
Support the design and roll out of project assessments and evaluations.
Qualifications
Degree (preferably Masters) in Monitoring and Evaluation, Statistics, Nutrition with strong knowledge and skills in M&E or related field.
Minimum two years of experience in M&E related to nutrition programs.
• At least 5 years of proven experience in planning and implementation of M&E systems.
• Experience in quantitative monitoring and evaluation methodologies, including experimental and quasi-experimental evaluations.
• Experience in data management, data quality reviews, processing, analysis and presentation.
• Experience in database management, DHIS2 and GIS applications; and knowledge of basic computer applications.
• Strong management, organizational and communication skills; fluency in English and Kiswahili.
