The Contractors Registration Board is a Government Regulatory Board under the
Ministry of Works, Transport and Communication established by Act of Parliament
No 17 of 1997 as Amended with the objective to register and regulates all types of
Contractors and to promote the development of their capacities for the purpose of
protecting consumers of construction services in Tanzania.
In order to carry out its functions effectively and thereby meet its objective as
enshrined in its Corporate Strategic Plan, the Board needs a dynamic, creative and
performance driven Tanzanian citizen to fill the following position.
ASSISTANT REGISTRAR FINANCE AND ADMINISTRATION
1.0 Job Summary
The Assistant Registrar Finance and Administration (AR/FA) is the Head of the
Finance and Administration Department and is responsible for overseen the activities
of the Department with the aim of achieving the long and short term objectives. In
particular, AR/FA shall be responsible for coordinating activities relating to accounts,
finance and administration, including prudent Financial and Human Resource
Management.
Reports to the Registrar
2.0 Qualifications and Experience
The ideal candidate should possess;
a) A minimum Masters Degree in Business Administration, Accounting, Finance
or equivalent qualification, with at least eight years post graduate working
experience.
b) At least five years experience in a Managerial and Leadership Position in a
reputable institution.
c) At least a principal officer at CRB who has satisfactorily served in that grade
for not less than two years; and/or who has attained masters degree or
qualifications stipulated in (a) above.
d) Must be registered with NBAA as at least an Associate Certified Public
Accountant or equivalent.
e) Proven leadership skills as well as skills in facilitation, planning and team
building.
Furthermore, the candidate shall be required to demonstrate that she/he possesses;
a) Excellent decision making and communication skills and proven ability in
networking and developing business partnerships with stakeholders.
b) Solid organizational and interpersonal skills and ability to interact professionally
with diverse interest groups.
c) Self driven and goal focused with a strong sense of professional integrity in
public engagement.
d) Strategic and analytical skills coupled with a high level of business ethics and
transparency.
3.0 Age Limit
The age limit is 45 years. However, the age limit does not apply to applicants currently
employed by CRB.
4.0 Duties and Responsibilities
The duties and responsibilities of the Assistant Registrar Finance and Administration
are to execute the functions, obligations and responsibilities of the Finance and
Administration Department. These include;
a) Co-ordinates Accounting, Human Resources and Administration activities
b) To administer proper maintenance of books of accounts as well as preparation
of financial reports
c) To administer effective management and control of the funds, stocks and
assets of the Board
d) To initiate and recommend improvements in accounting systems
e) To administer collection of Fees, Recovery of Debts, Loans and Advances and
ensure that are effectively done.
f) To administer payments system within the Board and ensure proper
authorization.
g) To administer timely preparation of annual budgets and related reports
h) Administer that all departments are adequately provided with proper Human
Resources and material assets
i) To co-ordinate internal administrative services within the Board
j) To formulate and implement manpower development plans within the Board
k) To co-ordinate and oversee the preparation of departmental budgets
l) To administer staff performance appraisals.
m) To advise the Registrar on matters related to Finance, Human Resources and
Administration
5.0 Remuneration
