OPERATIONS AND COMPLIANCE MANAGER
Job Summary:
The Operations & Compliance Manager works closely with the Chief of Party and HQ project team to ensure financial and administrative compliance of ACDI/VOCA project and is responsible for compliance of all administrative, IT, procurement, accounting and volunteer program functions and sub-award and grant program activities. With support and close coordination with ACD/VOCA, HQ staff, the Operations & Compliance Manager ensures adherence to organizational policies and procedures and donor and US Government rules and regulations,
Key Responsibilities:
• Working with all stakeholders, the OC Manager will Identify risks that hinder the achievement of ACDI/VOCA's objectives and assess the adequacy and recommends appropriate internal control systems to reduce associated risks.
• With the support and oversight of the COP, the OC Manager will provide guidance, training, and compliance oversight in the areas of procurement, inventory management and financial management.
• He/She will work closely with senior management, finance and administrative and human resources staff to ensure compliance with ACDI/VOCA and donor regulations and serves as primary point of contact/advisor on all matters pertaining to administrative, financial and volunteer program support with ACDI/VOCA Headquarters
• Provide managerial oversight including day to day direction to and supervision of the Operations program staff; provide support, guidance and capacity building trainings,
• Review all procurement, financial and grant documentation for accuracy, completion, and compliance with organizational and ACDINOCA policies and procedures as well as donor regulations,
• Provide guidance to the grants program staff; provide mentoring, coaching and capacity building training as needed
• Track sub-agreements and grants and notify COP and HQ team when modifications are needed or if any performance issues arise
• Maintain close relations with ACDINOCA HQ teams and USAID Contracts, Finance and Executive Offices to ensure compliance with all contractual requirements and USAID rules and regulations,
Qualifications and Experience
• Master's Degree in international relations, agriculture, business management or related fields preferred.
• Minimum of 6 years' experience in project operations, compliance, and administration with at least 4 years in international development organizations or institutions required.
• Minimum of 3 years' experience in USAID rules and regulations with a demonstrated capacity to ensure compliance with regulations required, Solid analysis and strategic planning skills and understanding of the project cycle.
• Proven success managing the administration and compliance of donor funding and ability to apply donor rules and regulations in support of program activities,
Ability to read, interpret and explain award terms and conditions

Job Summary:
The Director; Producer Organization Development is a senior technical position in the NAFAKA project Market Systems Development program aimed to facilitate increase on the competitiveness of rice and maize trading in project areas of Kilombero, Mvomero, Konga and Kiteto and highland areas of Mbeya and Iringa. The challenge revolves around the linkage of produce organizations, made up of smallholder farmers to other value chain actors including inputs supply, agro-equipment, outputs markets, and financial services. NAFAKA facilitates public and private sector investment in enhanced structured trading systems to engage producer organizations in input and output markets.
Key Responsibilities:
• Provide management and leadership in developing producer organizations engaged in rice and maize value chains ensuring that project interventions are targeted and responsive to market and trade requirements.
• Provide guidance to technical teams in planning operations of NAFAKA project in collaboration with partners.
• Facilitate engagement of service providers for provision of business development to producer associations Apex and other value chain actors to support transactions.
• Organize and coordinate business to business (B2B) meetings to facilitate linkage among producer organizations, apex organizations, wholesale buyers, processors for increased domestic! regional and international trade and competitive of rice and maize commodities.
• Coordinate communication among value chain actors to improve the flow of market information.
• Developing and tracking project monitoring and evaluation requirements, preparing monthly, quarterly and annual reports.
Qualifications and Experience
• A Bachelor's degree or similar qualification in Agribusiness, Business, Marketing, Economics or Development Studies is required. A Master's degree or similar qualification is desirable.
• A minimum of 5 years of experience in implementing and managing projects with at least one year spent on the field on producer organization development
• Experience in business strategy development with focus on agricultural value chain analysis.
• Previous experience in analyzing project contents and management of project information through data analysis tools, deal direct experience in marketing, export development and relationship management.
• Knowledge of the institutions and organizations and/or businesses that provide value chain support services to the agricultural sector in Tanzania.

Job summary:
The DCOP provides the technical direction for program covering activities serving the entire value chain with a central focus on strengthening market linkages, to include input promotion, production and productivity, post-harvest handling, access to finance, advisory services, and other services designed to strengthen the rice and maize value chains. She/he is responsible for developing close relationships with prospective and actual buyers, assessing their needs and product demands, and communicating that information to - and overseeing - project staff members to ensure other elements along the value chain are mobilized to meet that demand. She/he manages a large and complex technical team to ensure that project results are fully achieved.
The DCOP shall also have the authority and responsibility to provide administrative and financial actions and, as necessary, coordinate communications and support for multiple leadership actions in the absence of the Chief of Party.
Key Responsibilities:
• Technical leadership for and supervision of consultant staff.
• Quality control and timeliness of all deliverables.
• Preparation and/or supervision of work plans, financial, logistical and other documents.
