GIZ is looking to fill the position of a Project Manager in the "Employment for sustainable
Development (E4D) I Skills for Oil and Gas Africa (SOGA)" Project in Tanzania.
The Skills for Oil and Gas in Africa (SOGA) initiative is a multi-donor programme focusing on the East African countries Kenya, Uganda, Tanzania and Mozambique. The SOGA initiative aims to address skills gaps and promote employment in the oil and gas supply chain and related sectors including construction, maintenance, logistics, manufacturing and food supplies. SOGA works closely with the international and local private sector, host governments, local training institutions and other relevant stakeholders. It encourages collaboration between public and private partners to ensure the initiative is demand-driven and meets the, needs of industry, host countries and local people. The SOGA project is part of the GIZ programme "Employment for Sustainable Development in Africa" (E4D)commissioned by Germany's Federal Ministry for Economic Cooperation and Development (BMZ). SOGA is co-funded by the UK's Department for International Development (DFID), Norwegian Agency for Development Cooperation (NORAD) and BG Group.

Responsibilities
The Project Manager for the "Employment sustainable Development (E4D) I Skills for Oil and
Gas Africa (SOGA)" Project in Tanzania IS responsible for
• Assisting the Head of Project Tanzania planning, designing, implementing and assessing partnership projects for sustainable development with the private sector and other cooperation partners (e.g. training institutes, NGO's, etc.)
Tasks
Analyse cooperation opportunities with similar Donor activities in the area of Development Partnerships
Assist in developing a pipeline for E4D r SOGA initiatives and Development Partnerships in
Tanzania and writing up of project proposals
Design, acquire and negotiate new protects in line with E4D SOGA strategy and objectives as
Coordinate the drawing up of technical and financial agreements in close cooperation with relevant parties
Manage and monitor the implementation of E4D / SOGA initiatives according to the agreements and GIZ standards (incl. administrative issues, lessons learned and reporting)
Maintain contacts and represent E4D / SOGA to all relevant stakeholders (e.g. industrial and commercial associations, individual companies, donor partners, Government and civil society institutions, etc.)
Required qualifications, competences and experience
University degree a Master's level, preferably in business administration/economics or International economics
Min. 5 years of professional working, experience in a similar position - preferably in an Employment / skills Development related context good networking contacts to industry and institutions in the private sector, preferably in the area of Oil and Gas and construction
Well versed in economic and development-policy issues'
Excellent conceptual, communication and negotiation skills and ability to express ideas clearly and persuasively both orally and in writing
Clear understanding of the different roles, .contrasting demands and responsibilities of public and private sector players in society
Confident and eloquent in working in an international professional context
Excellent knowledge of English and preferably basic knowledge of German
