Management and Development for Health (MDH) is a non for profit organization in Tanzania contributing to address public health priorities. MDH works with the Ministry of Health and Social Welfare, academic and non-academic institutions within the country and worldwide, to address the problems of tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people. Through PEPFAR funding, MDH provides support and oversight of the implementation of care and treatment program for people living with HIV/AIDS in Kagera. 1. DISTRICT PROJECT MANAGER (1 position-Kagera)
Duties and responsibilities
Reporting to the Regional Project Manager, District Project Manager will be responsible for:
• Providing the technical leadership to the supported program in the respective district, in close collaboration with the other Project Managers, Technical Advisors and other senior management officials.
• Supporting and providing technical advise to the CHMT on program and related issues

VMMCM will report to VMMC Manager, responsible for:

• Conducting quarterly quality assurance and monitor adherence to National VMMC guidelines.
• Assisting to develop annual VMMC work plan and ensures VVMC targets achieved by 100%.
• Planning and execution of VMMC campaign in geographical program areas.
• Ensuring that VMMC demand creation activities in collaboration with the local media, local government authorities and other stake holders are conducted.

o Availability of national VMMC, M&E tools at district and facility level
o Proper documentation at the VMMC static sites and outreach sites through regular mentorship and onsite training
o Ensure timely reporting of all VMMC reports to required reporting levels
o Data utilization by health care workers at facilities with VMMC services
o Use of VMMC data and establish QI initiatives specifically for VMMC services

• Working closely with DRCH Coordinator and MCH Manager in building capacity of health care workers

• Developing QI initiatives at PMTCT stand alone clinics and at RCH
• Fully participating in monthly and quarterly data collection, data entry , data compilation, and timely reporting to all required levels

• Ensuring a strengthened DBS results receiving system and timely distribution to sites
• Linking with Community Unit in tracking of lost to follow up mothers, pregnant women and children and ensure maximum retention into care of these clients and therefore strengthen Kagera Model
• Collaborating closely with Laboratory and Supply Chain Officer in strengthening supply chain management system in all facilities providing PMTCT and EID services

• Mobilizing and sensitizing communities on key community health strategies including nutrition, maternal health, patient retention, economic development and demand for health services and ensure community ownership of the services
• Capacity building of community health care workers within Kagera region
• Closely working together with District Home based Care Services Coordinator in conducting regular comprehensive HBC mentorship sessions to Community health care workers
• Conducting quarterly supportive supervision which will enhance the quality of community health given at community level and at facility level in collaboration with RHMT and CHMTs,
• Ensuring field level documentation of implemented community health services activities
• Fully participating and lead HBC data collection, cleaning and data entry at district level. Compile project HBC reports highlighting impact against indicators.
• Providing technical assistance to district teams in management of the HBC data base and ensuring timely generation of reports and their submission and being able to conduct analysis using available data
• Fully participating in selected MDH Kagera technical meetings
• Strengthening available PSG groups and PLHIV groups and ensuring establishment of more others within Kagera region
• Ensuring an effective internal and external referral system is in place which will contribute to patient retention

• Developing data input controls, range and logic checks, and other data management processes based on input from other team members
• Ensuring the accuracy of data entry, and collaborate with study-specific data supervisors to resolve data entry issues
• Designing, modifying, generate, and maintain database reports using SAS and Microsoft Access in collaboration with other District Data Coordinators.
• Training data team in the use of data entry and cleaning programs
• Training Data Supervisors to develop and implement ad hoc queries; and provide them with technical assistance in running data cleaning programs, to resolve discrepancies in data entry
• Performing SAS programming to manipulate and clean data, create variables and format libraries, develop queries in SAS for data cleaning, and prepare analysis datasets; analyze and tabulate data; and create graphic representations of statistical information
• Working with Data Supervisors to develop standard operating procedures for QA/QC, evaluation of data entry accuracy, and work performance of the data team staff members

Job Summary: Reporting to Finance and Administration Manager, the incumbent will oversee human resources, procurement, supply logistics, transportation, facility policies and procedures. Duties and responsibilities:
• Manages and makes personnel recommendation for decisions on staff under administration division in terms of the recruitment, professional development, performance appraisal, and training needs of the facility, procurement and supply chain department.
• Oversees and supervises the daily performance, giving required mentoring and support to improve performance and carry out performance evaluation to subordinates.
• Responsible for preparing, maintaining/revising policies and Standard Operating Procedures (SOPs) on respective departments.
