Management and Development for Health, (MDH) is a non for profit organization in Tanzania contributing to address public health priorities. MDH works with the Ministry of Health and Social Welfare, academic and non academic institutions within the country and worldwide, to address the problems of tuberculosis, malaria, HIV/AIDS, nutrition, maternal and child health and to undertake initiatives to advance public health research, education, and services for improving the lives of people.
JOB DESCRIPTION: PREVENTION AND COMMUNITY LINKAGE MANAGER (P&CLM)
Location: MDH OFFICE BUKOBA, KAGERA
Reports to: REGIONAL PROJECT MANAGER
The Prevention and Community linkage Manager is a self-motivated individual who will provide oversight to Program activities with the different partners including the project sites. He/She will be responsible to the RPM and will work in close collaboration with the relevant region, district level staff and other heads of departments and units with MDH.
Duties:
• The P&CLM is responsible for ensuring that MDH supported sites meets national standard for HIV prevention services which will include: • Take a leadership within MDH Kagera in planning, implementation and reporting the PITC, GBV, PHDP and Cervical cancer screening and other prevention service projects
• Provide technical support to the RHMT and CHMTs to the national PITC, GBV, PHDP and cervical cancer screening initiatives to reach the national goals
• Work closely with the CHMT in organizing sensitization meetings at the district and facility level on BCC to address risk reduction behaviors
• Work closely with CHMTs in the strengthening of the integration of family planning services in CTC as part of PMTCT by reducing unwanted pregnancies
• Support the CHMTs to leverage activities from other programs including malaria control and water borne disease control expanding and facilitate the provision of bed nets and safe water for communicable diseases control in for all PLHIV especially women and children
• The P&CLM is responsible for ensuring that MDH supported area meets national standard for community health services which will include but not limited to:
• Ensures that MDH support regional and district councils efforts to improve linkage and referral system
• Ensure that MDH supports HIV care and treatment program in Kagera patient retention initiatives
• Identify opportunities for interpreneurship activities that will bring good and strong relationship among people receiving HIV care and improve their economic capacity.
• Ensures that MDH support regional and district councils efforts to address gender norms and initiatives to combat GBV
• Ensures that MDH support regional and district councils efforts to establish and sustain initiaves of provision of minimum package of community health services such as Health Education, Family Planning, HIV counselling and Testing, nutrition etc
• In cooperation with MDH’s Training and Capacity Building department (TCB), the PCL-M will collaborate with CHMTs to identify training needs for sites, districts and regional personnel and organize trainings for site level staff using currently recommended national curriculums
• Occasionally participate in supportive supervision with CHMTs
• Play key role in the development of proposals, budgets, work-plans and reports related to MDH’s Prevention and community linkage activities
• Facilitate Reporting by preparing quarterly, semiannually and annually narrative reports to be submitted to key stakeholders.
• Actively participate and advise management in solicitation and writing of proposals for new grants/ business development on prevention with positives and community linkage initiatives
• Participate in Public Health Evaluation (PHE) and secondary analysis of data and writing conference abstracts and manuscripts for publication.
• Identify priority questions for operational research and carry out OR guide on best practices in program implementation.
• Carry out any other work related responsibilities as assigned by the immediate supervisor.
Required Qualifications:
• Should be a Medical Doctor.
• 3 years of experience working in HIV programs.
• Proven experience in the development of quality improvement tools for Prevention and community linkage and in the writing of abstracts, proposals and reports.
• Excellent written and oral communication skills with fluency in English as working language.
• Good knowledge in computer soft ware applications such as MS Word, Excel, and the Internet.
• Ability to work under pressure and meet deadlines, to plan and develop, to work independently or as part of a team, and to conduct trainings.
