Tetra Tech ARD is currently accepting applications from qualified Chief of Party candidates for a potential USAID-funded Public Sector Systems Strengthening (PS3) project in Tanzania. This activity will strengthen the public system to promote the delivery, quality, and use of services, particularly for underserved populations with a primary focus on the health sector. Roles and Responsibilities:
The Chief of Party (COP) will serve as the institutional and primary liaison between all stakeholders and the Government of Tanzania, and will be responsible for chief administrative and technical oversight for the program. He or she will coordinate and ultimately be responsible for all contract management and implementation tasks. The COP will be the primary liaison with USAID/Tanzania on technical matters and will adjust programs and operations in response to USAID/Tanzania technical direction. The COP will assume the overall responsibility of ensuring effective and efficient performance for all aspects of this contract including overseeing all quality control, reporting and overall responsiveness of technical assistance provided under the contract. He or she will supervise the performance of all long- and short-term advisors, consultants, and staff and may delegate responsibilities as necessary.
Qualifications:
*A Master’s degree in the field of management, and/or international development with at least 10 years’ experience, or a Bachelor’s degree with at least 15 years’ experience in international development;
*At least 10 years of experience in international development, including leadership experience and technical knowledge in designing, managing, and evaluating large-scale development projects across sectors;
*At least 5 years’ experience in a senior level management position demonstrating ability to create and maintain effective working relationships with senior U.S. and foreign government officials (particularly in Tanzania), other development projects, host government, and international agencies;
*Prior experience in supervising long-term field staff and short-term U.S., third country, and local experts;
*Long term professional experience in Tanzania is required;
*Expertise in effective institution strengthening, public policy development, public participation and partnership building with government at local and national levels;
*Strong English writing and speaking skills (IELTS level 7 or above; or TOEFL 94 or above);
*Professional working proficiency in kiSwahili;
*Evidence of strong communication skills, both interpersonal and written.
