Position Title:Instructional Training Designer.

Project Title: The consultancy will be under the Smallholder Pig Value Chains Development (SPVCD) in Uganda project.
|
General: In Uganda, seventy-three percent of all households, the majority of whom are poor, depend directly on agriculture for their primary livelihood. Agricultural growth is an important instrument for poverty reduction and can be at least three times more effective in reducing poverty compared to growth from the rest of the economy. Recent studies show that access to productive assets, including all types of livestock, can provide rural households with a tremendous opportunity to generate income and to move out of poverty. Not only do livestock and livestock products play an important role in income generation, but they are also sources of high quality protein and micro-nutrients. While cattle are often controlled by men, poultry and pigs are commonly owned/managed by women, so supporting small-stock production naturally targets women with direct benefits to empowerment and to infant health and nutrition.
Through an in-depth screening process, ILRI identified the pig sector in Uganda as one of the livestock options where research investments are most likely to make a major difference to the livelihoods and diets of poor people. Since 2012 ILRI have been conducting research on the performance of the pig value chain, the challenges and opportunities for enhancing the pig/pork sector and identified promising best-bets for action research and capacity development interventions which will both generate evidence for wider applicability and directly benefiting all actors involved in the value chain.

The assignment: The overall objective of this assignment is to deliver appropriate training interventions to service provider organizations, farmers and other actors of the value chain within selected districts[1] and counties in Uganda and to prepare eight training modules pertinent to best-bets themes namely on a) animal health; b) feeding; c) breeding and; d) economics: business management, enterprise development and finance.
The consultant is expected to develop lessons plans on how to prepare training modules on components of pig production systems and develop a (ToT) training manual; and to deliver a ToT training to national and local partners which includes simulation exercises for participants. She/he will contextualize the modules appropriate to train local farmers, and field test the training package with selected ToT trainees. She/he is further expected to peer coach the ToT trainees in the field.
On the basis of the field training experiences and feedback received, she/he will ensure that the ToT manual and field training packages are revised and finalized. At the end of the assignment a synthesis report is expected to be delivered, as well as three “stories of the field” (format will be provided).

Scope of Work: The consultant commissioned is expected to contribute (alongside the project team in Uganda and in close collaboration with ILRI’s Capacity Development Team, “Technical” Teams and other consultants) to the deliverables formulated in the Livestock and Fish Uganda 2013/2014 POWB.
Expected outputs will be:
· Eight technical modules based on best-bets themes designed and lessons plans developed;
· A (ToT) training manual drafted including practical simulation exercises;
· ToT training delivered to 15-20 participants in Uganda;
· Field based training packages developed, tested and finalized based on field experiences/feedback;
· At least three field trainings conducted with ToT trainees at the local levels;
· Three “stories of the field” developed;
· Synthesis report submitted.

Requirements: The consultant should have proven experiences with designing training modules and lessons plans –preferably for smallholder farmers-, delivering (ToT) trainings, and on how messages should be shared with different rural development actors. She/he should havewith experiences in a) preparing technical modular content into a Trainer of Trainers (ToT) manual and field based training packages and; b) the delivery of trainings in a rural development setting.As the preparation of materials on bets-bets requires substantive expertise on the technical subjects covered by the best-bets the consultant/organization will work closely alongside other consultants (and/or national NGOs) and the project team to ensure high-quality materials comprises the final ToT manual and field based training package.
She/he should have strong oral and written communication and coaching skills in English. She/he will be requested to submit, together with the application, two examples of previous work designed/conducted.
Previous experience in Uganda is an asset.

Duration of assignment: The consultant will be recruited starting November, 15, 2013 - April, 30, 2014 with a maximum of 55 days. Duty station Uganda or home based with two or three missions to Uganda. ILRI will coordinate and cover costs for in-country travel, accommodation and per diem as per ILRI’s guidelines.
The consultant will be paid based on the timely submission of the following specific outputs:
· An initial payment, 20% of the total value of the assignment will be made upon submission of a detailed work plan.
· A second payment, 40% of the total value of the assignment will be made upon submission of the eight modules and lessons plans, an outline of the ToT training and manual, the successful delivery of a ToT training and a draft outline for the field training.
· A last payment, 40% of the total value of the assignment will be made after the revised and final submission of the ToT manual, the successful conduct of three field based trainings, submission of the final field based training package and the submission of the synthesis report and three “stories of the field” on the training experiences (format will be provided).
At least five working days of review time is required prior to approval of payments.
Monitoring and Progress Controls: In order to deliver the expected outputs, the hired consultant will work under direct supervision of the SPVCD -Project Leader in Uganda, and under guidance of the Head of Capacity Development and the Capacity Development Specialist, both based at ILRI. The consultant will ideally and temporarily be embedded into ILRI’s Capacity Development team, so that inputs sought for are well synchronized with the planned Capacity Development work for Uganda.
Backstopping, guidance on technical issues will be provided by the Agricultural Economist, Livelihoods, Gender and Impact, Animal Nutrition and Animal Health/Epidemiology Specialists.
