Project Details:
1. Background
The Intergovernmental Authority on Development (IGAD) is one of the Africa’s Regional Economic Communities, consisting of the eight countries of Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Eritrea and Uganda hosting a population of over 160 million with one of the highest growth rates. It is mandated with three strategic priorities: (i) conflict prevention, management and resolution and humanitarian affairs; (ii) economic-infrastructure (transport and communication) and social development; and (iii) food security and environmental protection. Principally, IGAD strives to attain sustainable economic and related development for its member countries
The International Conference on Population and Development (ICPD) in Cairo, a global consensus emerged and 179 governments agreed that population and development are inextricably linked, and that ensuring the health and human rights of all specifically sexual and reproductive health and reproductive rights should be central to population policies. The Conference adopted a 20 year Programme of Action (PoA), which acknowledged gender equality, eliminating violence against women and the provision of comprehensive sexual and reproductive health services as cornerstones of population and development policies
At five year intervals since the International Conference on Population and Development in 1994, there have been reviews of progress in the implementation ofthe Po A. In 2010, the UN General Assembly passed resolution A/65/234 that established the roadmap for achieving the vision of ICPD beyond 2014. The resolution mandates that UNFPA in cooperation with relevant UN agencies, international organizations, institutions and experts undertake an operational review of the implementation of the Programme of Action (PoA) on the basis of the highest quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issue A major source of data and information for the operational review will derive from the reviews to be undertaken by governments and partners including IGAD ,The outcomes of the IGAD ICPD review will be discussed at the 47 thsession of the Commission on Population and Development in 2014
IGAD in partnership with UNFPA Eastern & southern Africa Regional Office are partnering with IGAD secretariat and supporting the IGAD member states in moving forward with the goal of Universal Access to Comprehensive Sexual and Reproductive Health Service by 2015 in through developing and IGAD ICPD report .The findings and recommendations from the IGAD ICPD report is aimed at scaling up access to reproductive health for cross border mobile population including pastoral population in the region through strengthening of the IGAD member countries health systems .This is also in support of the countries to create a Valid and reliable regional data base of RH indicators which is particularly important as member countries and partners continue to invest in Maternal and reproductive health programs.
As part of IGAD secretariat partnership to support ICPD program of action, IGAD Health program supports provision of basic primary health care services to over 7.5 million Cross Border and Mobile Populations (CBMPs) in 48 project sites. The IGAD project has an established referral system between treatment care and support sites of IGAD Member States so as to provide service continuity to the targeted population, based on harmonized treatment protocols/guidelines for HIV and AIDS.The IGAD Regional HIV & AIDS Partnership Program (IRAPP) supported by the World Bank and CIDA, contributes to the reduction of HIV infections and to the mitigation of the socio-economic impact of the epidemic in the region by improving regional collaboration and implementing interventions that add value to the efforts of each individual country.
IGAD regional Nutrition programme is similarly supported by United nations Children Fund (UNICEF) aims at supporting the scaling up of access to information and services on Nutrition for cross border mobile population including the pastoralist. In addition to the above and under its effort to support the ICPD PoA , IGAD Regional monitoring and evaluation program provides technical support to the programs to ensure that project activities are delivered according to agreed plans and that financial accountability and transparency on the same is complied with by implementing partners and member countries
2. The Objectives of the Consultancy
The objectives of the consultancy are to review the IGAD ICPD Review Questionnaires and develop a comprehensive IGAD ICPD Review Report 2013 while offering an initial country specific write up of completed, open and unresolved ICPD agenda issues as concept paper and brief for the IGAD executive Secretary
Rationale
The IGAD ICPD report will serve as a regional input to discussions on Post 2015 agenda . The report will be printed and shared with partners at the national, regional and global levels as well as at the annual IGAD RH director forum .The review report will be progressive, with an emphasis on identification of challenges and priorities for theIGAD region, and contain pragmatic recommendations on the way forward for Memeber and other stakeholders, taking into account the current and future socio political, economic and physical environment
Major Roles and Responsibilities
Under the over all guidance and direction of The HESAD program manager and the RH prgram cordinator , the consultant will be responsible for analysing the national survey questionnaires for all 8 countries with technical support from RH technical advisers and programme officers
The consultant will analyze the questionnaire results in the context of the three major themes of
1) Sexual and Reproductive Health with a focus on unmet need for cross border mobile population including pastoralist
2) Linkages between Population Dynamics and Sustainable Development n the IGAD REGION
3) Enhancing Social Integration in the Context of Demographic Change. These relate to the three pillars of sustainable development that guide the post 2015 development agenda negotiations of the pastoralsit population and the analysis of the ICPD beyond 2014 country questionnaires will be used by by the IGAD parlaimentray health committee and Directors of Reproductive health in 2014
Deliverables
Review the IGAD ICPD Review Questionnaires and develop a comprehensive IGAD ICPD Review Report 2013, while offering an initial country specific write up of completed,
1. Compile a country ICPD Report for IGAD based on the existing reports for the member countries
2. A consolidated report highlighting achievements, gaps, what worked and constraints of the implementation of the ICPD Programme of Action inthe IGAD countries and recommendations for accelerating the Cairo agenda
3. Preapre a presenation for the pcoming ICPD meeting at Addisababa Ethiopia
4. Presentaion of the IGAD ICPD report in the upcoming IGAD parliamenterains and RH directors meeting
3. Methodology
The consultant will require 2 -5 working days to perform the following tasks:
• Desk review of progress and gaps in the IGAD towards meeting ICPDGoals through drawing on the questionnaires on progress towards ICPD at national and the subregional levels.
• Analysis of progress made on achieving goals of ICPD Programme of Action.
• Identification of factors affecting successful implementation and achievement ofgoals outlined in the ICPD Programme of Action.
• Analysis of main challenges facing the region in relation to achievement of ICPDgoals. This should draw on the focus areas of the ICPD+10 report and ICPD @ 15 report.
• Based on the assessed progress, identify the areas where the Pacific region needs to focus in order to achieve ICPD goals beyond 2014
• Based on the analysis of main challenges, identify priorities for the IGAD region for beyond 2014. This should be a focused list of priority areas of work (rather than a detailed list of every specific challenge in every country within the region).
• Provide recommendations for concrete action to address the priorities and remaining challenges in achieving goals of ICPD PoA
4. Location and Timeframe
The consultancy will be for 20 working days and based in IGAD secretariat
11. Payment
• The Daily Consultancy rate for this consultancy is based on the consultant’s experience and previous consultancy with IGAD and UNFPA
• Payment of the consultancy fee shall be payment on satisfactory completion and submission of identified deliverables of the above work
5. Minimum qualification, Knowledge, Skills and Experiences Required
• An advanced degree in development studies Population studies, Reproductive health, Gender or any other relevant area with a demonstrable experience in review and/or evaluation of development programs
• Good understanding of the inter relationships between population dynamics, reproductive health and rights and gender and its effects on development
• Practical knowledge and understanding of youth and adolescents perspectives, Experience in working with youth and adolescents is an asset
• Understanding of ICPD process
• Knowledge of IGAD processes, preferably experience in organizing ICPD review
• Experience in Sector engagement
• Analytical, interpersona and excellent writing skills Research/publication experience is essential
• Excellent communication, facilitation and presentation skills
• Self motivated
