Serve as the chief of party and subject matter expert for the funded agricultural policy reform project. Coordinate and develop with the government of Tanzania (GOT) and other relevant stakeholders a policy partnership between government, private sector organizations, and research institutions to achieve key policy reforms in the agriculture sector and related business environment that will ensure successful implementation of Tanzania's agriculture investment plan and feed the future. Maintain responsibility for managing and coordinating the overall project implementation, serve as the principal liaison with DoD, GOT counterparts, and other partners, and coordinate in-country activities with diverse range of industry stakeholders. Provide regular updates, communicate and document progress, meet with government of Tanzania counterparts in order to keep them informed of the activities, participate in donor coordination events in Tanzania, and lead such coordination events, if necessary. Leverage analytical thinking and creative problem solving expertise with exceptional written and oral communication expertise and maintain responsibility for leading the policy analysis and research component of the project. Conduct research and analysis of current government policies to determine their appropriateness and relevancy to local conditions and to ensure that potential government actions and responses do not adversely affect local markets. Contribute to these and associated goals of the project personally and together with other high caliber experts and recipient partners and engage in ongoing capacity building of junior team members and external stakeholders. This position is located in Tanzania.
Qualifications
Basic Qualifications:
-12+ years of experience with working on and managing policy reform projects with at least 6 of those years spent in Africa
-Experience with conducting the analysis of agricultural markets and policy in the context of developing countries
-Experience with data analysis
-Ability to communicate ideas clearly and confidently, articulate issues, and recommend solutions
-Ability to deal with development partners and host-country government authorities
-MA or MS degree in Agricultural Economics or Economic Policy Analysis
Additional Qualifications:
-Experience with working with major donor organizations or research institutions, involved in food security or agricultural policy analysis and reform, including USAID, USDA, WFP, IFPRI, and universities preferred
-Possession of excellent leadership, technical report writing, and client relationship skills
-Possession of excellent oral and written communication skills
