Background
The Intergovernmental Authority on Development (IGAD) in Eastern Africa was created in 1996 to supersede the Intergovernmental Authority on Drought and Development (IGADD), which was founded in 1986. The IGAD region consists of eight member states, namely Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan and Uganda. Over the past decades, many parts of the region have been characterized by droughts, famine and internal wars that have caused endemic poverty and suffering among the citizens. Accordingly, the Vision of IGAD is to be the premier regional organization for achieving peace, prosperity and regional integration. To this end, the mission of IGAD is to assist and complement the efforts of the member states to achieve, through increased cooperation:

Background

• Food Security and environmental protection
• Promotion and maintenance of peace and security and humanitarian affairs, and
• Economic cooperation and integration.
The Inland Water Resources Management Program is established to promote regional cooperation in sustainable water resources management through improved policy and legal frameworks, capacity development in integrated water resources management and operational information systems for decision making in water resources management.
One of the strategies adopted by IGAD to achieve its mandate is to create an all-inclusive regional mechanism, which will be able to: formulate common goals and strategies, identify priority regional interventions, mobilize financial and human resources, coordinate and monitor interventions at regional level and share experiences, good practices and knowledge to improve performance. An IGAD Regional Water Dialogue Forum is therefore planned to be established within the framework of the INWRMP to assist IGAD in its efforts to improve its capacity to deal with regional water sector-related matters by: (a) providing an opportunity for all stakeholders to discuss water resources management issues, (b) creating synergies among all on-going and planned water-related projects and programmes, (c) aligning development partners’ water-related programmes to IGAD water resources management policies and strategies, (d) agreeing to water resources related investment areas, etc.

Moreover, the Water Dialogue Forum will host the political process of development of shared visions on water issues, with particular focus on transboundary water resources, resulting in various statements and commitments among the regional authorities, politicians, ministers and other stakeholders. The Water Dialogue Forum will be linked to a Regional Water Expo so as to create opportunities for the exhibiting technologies, identifying opportunities, forging collaborations, cultivating partnerships and intensifying business with the private sector in the water sector in the IGAD Region. The Forum and Expo will promote networking between the users of products and services on the one hand and, on the other, the industrialists, suppliers and entrepreneurs. In sum, the IGAD Regional Water Dialogue Forum will be a tool to assist IGAD in executing its mandate in so far as the water sector is concerned.
Definition of the mission:
The long-term objective of the Water Dialogue Forum is to enhance regional cooperation in water resources management in the IGAD region.
The immediate objective is to prepare the background for the establishment of an IGAD Water Dialogue Forum and expo.
Job Analysis:
The expert will:
• Assist in a general way the Project Manager in all activity related to the preparation of the Regional Water Dialogue Forum
• Develop a concept note on the HoA Water Dialogue Forum, with clear linkages to the existing national and regional discussion for a (IGAD drought Resilience Platform, AMCOW, IGAD Policy organs, IGAD Water Sector Ministerial Committee, etc)
• Finalize the draft Horn of Africa Water Vision
• Assist IGAD in the preparation of the first Water Dialogue Forum;
• Support IGAD in the preparation and holding of a water expo linked to the IGAD Water Dialogue Forum and of the other water-related international conferences, as required;
• Facilitate calls for proposals for organizing the water expo;
• Assist in the evaluation and selection of the winner from the proposals received
• Assist in the recruitment of the winner by preparing the contract agreement and evaluation of the proposal in collaboration with the technical assistance team and the project manager, to make a regular evaluation of the weaknesses and to propose adequate measures to find the right solutions
• Serve as pivotal point for communication and organization, as well as awareness creation, with regard to regional cooperation in the water sector.
• Facilitate overall conference preparation, implementation and evaluation
• Update the project manager and the TA team Leader on progress made in the preparation of the Water Dialogue Forum and the water expo
Duration of the assignment:
The assignment will start in the month of June 2013 to finish in October 2014 with 2 months of interruption during the period, for a total of 16 Months
Qualification and Experience
• The expert should possess a Master or equivalent Degree in natural resources management, preferably with focus on water resources.
• A minimum of 7 years experience in water resources management, preferably 2 years experience in transboundary water resources management.
• Knowledge in partnership development and other regional cooperation mechanisms for sustainable water resources management is an advantage.
