OBJECTIVES OF THE PROGRAMME:
To produce an assessment of Health Posts (HP) for all three (3) zones in Somalia;
To support the implementation of the Essential Package of Health Services (EPHS);
To identify 50 HPs for support.

Background:
Ongoing programmes in support to Health Systems Strengthening (HSS) are not yet specifically addressing the community level, including Health Posts and Community Health Workers and there is little information about services provided at this level. Health Posts constitute the first tier of the Somali health system and are part of the Essential Package of Health Services (EPHS). According to the EPHS strategy, only functioning Health Posts will be included in the roll-out of the EPHS and up-graded to Primary Health Units. The planned assessment and mapping of Health Posts will therefore contribute to priority national health sector strategies to increase access to essential health services.

THE SUCCESSFUL CANDIDATES WILL: Under the supervision of WHO and working in close collaboration with the Somali Health Authorities, the Consultant will perform the following tasks:
• To collect and compile existing data through a desk review;
• In collaboration with Health Authorities develop an assessment tool based on EPHS standards and requirements for Health Posts;
• To establish and train assessment teams and oversee and supervise the assessment;
• To compile and analyze data and produce a final assessment report;
• To agree on criteria for selection of HPs to be supported;
• To facilitate a work shop for the dissemination and discussion of the findings

QUALIFICATIONS REQUIRED:
EDUCATION:
• Advanced university degree in Public Health, Social Science or related field;
• Advanced university degree in Public Health, Social Science or related field;
EXPERIENCE:
• Solid working experience in fragile states and with Ministry officials;
• Proven working experience with Ministry officials;
• Conversant in the evaluation and /or assessment of service delivery institutions;
• Sound knowledge of Somali health system.
