1.0 Introduction
The Eastern and Southern African Trade and Development Bank, commonly known as the PTA Bank, is a development financial institution established as part of the COMESA economic arrangements. In line with its growth strategy, the Bank is looking to recruit an Individual Consultant to develop and implement PTA Bank Balanced Scorecard (manual form). Interested and qualified candidates are therefore invited to apply for the role.
2.0 Scope of Work
The main objective of the Consultant will be to provide extensive project management and advisory support to The PTA Bank in the development and implementation of the Balanced Score Card (manual form).
The Consultant will be expected to facilitate the process of formulating and implementing a Balanced Scorecard (manual form), which defines clearly desired outcomes, links performance to strategy and process, and effectively measures performance through key performance indicators and standards.
The scope of services for the assignment will cover the development of corporate, departmental and individual scorecards and the design of a performance appraisal tool linked to the scorecard.
The specific tasks of the assignment are to:
- Develop corporate and departmental scorecards
- Assist with the development of individual scorecards
- Design a performance appraisal template linked to the scorecard
- Implement the balanced scorecard tool in the organization
- Provide training and post implementation support
3.0 Time Frame
The consultancy is scheduled for a period of 9 - 12 months on a full-time basis. The Consultant must be available to start at the earliest possible time, no later than 1st April 2013 with the Balanced Scorecard tool and the new appraisal forms developed and implemented by 31st December 2013.
4.0 Reporting Obligations
The Consultant will work closely with the Bank’s Management Team, and report directly to the President, or his designate.
5.0 Training and Support
The Consultant will be expected to offer training and provide post implementation support.
6.0 Personnel and Facilities to be provided by the Client
The Consultant will be based at the organization’s offices in Nairobi with possibility of travel to its other offices in Bujumbura and Harare. The Bank will provide the Consultant with the relevant documentation and facilities required for the project.
7.0 Qualifications
The Consultant will be expected to have the following capabilities and skills:
- A minimum of a Master’s degree in Finance, Management, Strategy or MBA with a professional qualification / certification in Balanced Scorecard (BSC);
- At least 10 – 12 years of professional experience in general with a minimum of 6 - 8 years hands on and management/ conceptual level experience in designing, developing and implementing a BSC instrument that is fully integrated and linked to individual level in performance management and variable performance-related compensation system;
- Experience in designing and implementing a fully integrated BSC methodology in the context of a development finance institution that seeks both financial and development returns (not a standard financial sector application);
- Strong analytical and report writing skills as well as the ability to work in a multi-cultural environment;
- A flexible, high-energy dynamic self-starter who is proactive and an effective communicator who is persuasive and inspires confidence at all levels;
- Proven expertise in the transfer of knowledge with prior experience in developing economies.
