WATER AND SANITATION HYGIENE SPECIALIST (1 POSITION) DSM
Job Purpose: Under the supervision of the Program Support Manager (PSM) and in close coordination with Programme Units and partners, the WASH Specialist will provide technical leadership to Plan’s WASH work/interventions at the national and sub-national level, ensuring high quality design, implementation, monitoring and learning in line with international standards, guided by national policies and well-coordinated with other sector stakeholders in Tanzania.
Job Requirements:
National networking, policy and advocacy
• Ensure that Plan is a recognized and leading actor in the WASH sector in Tanzania, by building strong professional relationships with relevant government ministries, UN agencies and international and national organizations and contribute actively to national policy and advocacy work through relevant technical networks and working groups.
Technical guidance and support
• Strengthen and develop high quality programme guidance for Plan Programme Units and partners WASH interventions, in line with national policy, Plan’s internal proramme policy and strategy complying with international sector standards and informed by best practice from the sector
• Build capacity of staff, communities and partners on WASH related issues by facilitating regular learning exercises, provide coaching and training
• Monitor and providing technical support for implementation of sponsorship funded and grant projects
• Undertake regular field trips to PUs and programmes
• Providing support in developing BCC material for promotion of good practices in water, sanitation and hygiene programming.
• Reviewing project proposals and feasibility studies including needs assessment and provide feedback to the concerned staff regarding current developments undertaken by Plan International, Tanzania.
• Contributing to budget formulation for effective programme management at CO and PU
• Build capacity of staff, communities and partners on WASH related issues by facilitating regular learning exercises, provide coaching and training
• Monitor and providing technical support for implementation of sponsorship funded and grant projects
• Undertake regular field trips to PUs and programmes
• Providing support in developing BCC material for promotion of good practices in water, sanitation and hygiene programming.
• Reviewing project proposals and feasibility studies including needs assessment and provide feedback to the concerned staff regarding current developments undertaken by Plan International, Tanzania.
• Contributing to budget formulation for effective programme management at CO and PU
Fundraising and reporting
• In close coordination with the grants department, grow Plan’s WASH programme significantly, by establishing a strong in country network among relevant WASH donors and by developing and providing technical inputs for high quality project concepts and funding proposals.
• Monitor and ensure the timely preparation of high quality donor reports

Skills specific to the post
• Knowledge on Community Led Total Sanitation (CLTS) and Sanitation Marketing
• Knowledge on community managed water project and the National water policy
• Analytical, problem solving, strong Communication and interpersonal skills,
• Ability to work in a multidisciplinary and multicultural team
• Strong negotiating, facilitating and influencing skills
• Good planning, management skills and possession of good report writing skills
• Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet
• Knowledge on community managed water project and the National water policy
• Analytical, problem solving, strong Communication and interpersonal skills,
• Ability to work in a multidisciplinary and multicultural team

Qualifications and Experience
• Education - University degree in Bsc (Civil Eng./ Water resource Eng. /Environmental Engineering)/
• Registration with Engineers registration Board a must
• A post graduate qualification such as a Masters will be an added advantage.
• At least 5 years demonstrable, progressive experience in planning, research, monitoring and evaluation of programs and projects related to WASH from a child rights-based perspective
• Training – key exposure to courses on: partnership management; project management; Human Rights Conventions, e.g. CRC; Monitoring and Evaluation; and various Water, Sanitation and Hygiene interventions approaches in developing countries
• Experience – demonstrable experience in community and/or international development including management experience, including strong experience in multi-year, large project management, specifically involving water, sanitation and Hygiene.
• Experience in working with a variety of actors including Government agencies, non-state actors and donors at different levels
• Experience in training staff and ability to provide training in WASH programming issues
