PURPOSE OF THE POST
Under the overall supervision of the Chief of WASH the occupant will be accountable for the production of high quality project proposals, the timely production of reports and annexes related to the uses of WASH funds as well as the correct uses of all funds allocated to WASH Programme. Quality assurance of partnership documents towards WASH programme implementation and knowledge management for WASH programme are under the responsibilities of the occupant of the post.
2. MAJOR DUTIES AND RESPONSIBILITIES
A. Optimum Use Of Program Funds
Monitors the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Suggests to the Head of WASH Section appropriate recommendations or actions to optimize use of programme funds:
• Follow-up of the budget of programme and regular follow-up on the utilization of the funds allocated to different Cost Centers to ensure an effective utilization and avoid the misuses and loss of funds
• Ensure follow-up on the expiry dates of allocations and inform the WASH Specialists and Programme Officers at Zonal/Provincial offices so that they can take the necessary measures for the effective utilization of the funds, and in particular extension requests of the Grant expiration dates according to UNICEF regulations
• Interact with the Senior Programme Assistant and the quality Assurance/Audit team on follow-up with partners who received high amounts of Direct Cash Transfers that remain unjustified, to get these amounts justified and to avoid delays in programme implementation.
• Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability. B. Partnership, Coordination and Collaboration
Ensure quality assurance for Partnership Documents related to WASH Programme such as PCAs, and MOU:
• Analyze coherence of PCAs documents submitted by Zonal offices to the Country Office procedures and UNICEF regulations.
• Facilitate establishment of MOUs and any other partnership documents in coordination with WASH managers at Zonal and provincial offices
Ensure quality assurance for Partnership Documents related to WASH Programme such as PCAs, and MOU:

Provide support to facilitate WASH partnership and collaboration with internal and external counterparts, including those of the UN, bilateral & multilateral cooperations and national partners, in order to improve the ability to collect and disseminate development data and information.
3. Funds Mobilization and Donor relations
Contributes to the elaboration of donor reports respecting the different donors’ requirements and deadlines. Assist the Head of WASH Section in elaboration of proposals to fundraise.

Assist the Head of WASH Section in collaboration with the Healthy Village & School Coordinator and the Emergency Team, in preparing the programme budget and the revision during the planning periods
4. Knowledge Management for Programmes
Contribute to country programmes by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases.

Select and compile background and briefing materials for meetings, travel, conferences, fundraising etc… for the Head of Section and other officials as requested.
Establish and maintain linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.
3. QUALIFICATIONS AND COMPETENCIES:
• University degree in public affairs, social sciences, international relations, Business Administration or other related discipline.
• Two-years work experience in a professional capacity in external relations, public affairs, general office administration or international development cooperation preferably within the UN or similar organization, government or NGO.
• Fluency in both French and English is required.
• Practical and relevant experience in using SAP system and in budget monitoring are assets
• Ability to work effectively in a multi-cultural environment.
• Set high standards for quality of work and consistently achieves project goals timely.
• Build rapport with individuals and groups; maintain an effective network of individuals across organizational departments.
• Ability to work effectively in a multi-cultural environment.
