Responsibilities •Serve as the focal point for quality for the project and will be required to provide technical leadership on all aspects of quality improvement.
•Work in close collaboration with the Rwanda Family Health Project team, government entities, selected local NGOs and USAID technical staff to assure effective implementation of innovative and applicable quality interventions. •Represent the project to the Ministry of Health and other technical meetings related to improving quality of care. •Lead the development, implementation and monitoring of the annual Quality Management work plans to assure activities reflect the priorities of the Ministry of Health and that donor targets and deliverables are achieved in a timely, quality and cost effective manner. •Work with districts, sites and community actors to optimize effectiveness of QI approaches including but not limited to:◦Development and distribution as necessary of standards & guidelines to improve programs ◦Implement local quality collaboratives, ◦Ensure data use for program improvement purposes, ◦Implement evidence-based quality improvement methodologies, ◦Implement rapid problem-solving, and ◦Replication of solutions or best practices to spread improvement efforts.

•Collaborate with Family Health Project team to improve supervision and mentorship programs by building the sites capacity to own those programs •Ensure use of national quality indicators to assess overall quality of care and guide program implementation. •Stay abreast of new technical developments and serve as a technical resource for quality management among project staff, MOH, USAID and other stakeholders. •Participate actively in national technical working groups, technical meetings with donors, the Ministry of Health and its relevant institutions, the project team, partners, regional, district and facility health staff, local implementing and community partners and other stakeholders. •Integrate quality management activities in all facility and District programs ensuring quality management of clinical, laboratory, & management functions. •Ensure that the required ethical approvals are in place for quality management activities. •Support implementation research to identify, inform and evaluate best practices for improving quality of care through integrated facility and community service models. •Contribute to and provide recommendations for policy improvements for delivery of quality facility- and community based health services. •Lead the evaluation, documentation and dissemination of best practices.
Qualifications, knowledge, skills & abilities •Degree in medicine, nursing or other relevant field with health services delivery experience. •At least seven years of experience in a senior-level technical position in a public health or donorfunded setting with responsibility for leadership technical oversight of Quality Improvement activities, preferably in developing countries. •Demonstrated experience in program design, assessment, capacity building and implementation of quality assurance and improvement approaches including provider-community QM approaches and quality collaboratives. •Proven ability to manage data and familiarity with computer data analysis software. •Strong leadership, technical program management, organizational and interpersonal skills. •Excellent written and oral communications skills; fluency in English, proficiency in Kinyarwanda preferred. Working knowledge of French is an added advantage. •Familiarity with all levels of the Rwandan health sectorand experience working with USAID-funded health projects and their reporting requirements will be an added advantage.
