Solidarités International Hygiene Promotion Program Manager - Bunj


Solidarités International is a French international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Liberia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan) and in Haiti.
Goal/purpose:
• To insure that HP and CM activities are standardized and implemented for all activities within YussufBatil camp where SI undertakes Watsan and Environmental programs. • To develop and identify new strategies and activities that ensure refugees receive well targeted hygiene promotion and ensure behavioral change. • To coordinate between the SI and all other government and non-government agencies involved in hygiene promotion in Maban County.
List of main tasks:
Program/project Planning, Development and Management.
  • Enhance effective program, sectorial or inter-sectorial, planning, development and management for hygiene promotion and community mobilization activities.
  • Lead, guide and coordinate the timely completion of the Situational Analysis especially of hygiene knowledge, attitudes, and practices in communities and its periodic update through accurate and complete monitoring, and the timely preparation.
  • Ensure the relevancy of the activities regarding technical design in consultancy with emergency coordinator
  • Monitor the activities and to follow progress in regards to the indicators and objectives defined in the proposal and propose changes if required by the context
Knowledge Management.
  • Promotes knowledge management of hygiene promotion by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input / recommendations on program directions and on introduction of new initiatives in the county.
  • Facilitates action research innovations and compile county case studies on water and sanitation issues, including innovative approaches in sanitation marketing, and hygiene promotion, and Safe Storage (HWTS), and develop appropriate guidance materials for dissemination of best practice
Sectorial Work Plan Development, Implementation, and Monitoring.
  • Takes primary responsibility for the development of the sectorial work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectorial activity, in compliance with the defined project strategies and approaches.
  • Support maintenance of information system for monitoring gender/sex disaggregated data on hygiene practice.
  • Designs, prepares, implements, monitors and evaluates assigned specific hygiene project(s).
  • Analyses and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet program/project objectives.
  • Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.
  • Establish effective technical specification and recommendations for promotion of hygiene as a key component of the WASH program including the development effective interventions and simple indicators of hygiene behavior as well as cost effective, appropriate and user friendly technologies for the four key hygiene practices.
Program Management, Delivery, Evaluation and Reporting.
  • Ensure program efficiency and delivery through a rigorous and transparent approach to management and evaluation in line with SI tools and procedures (Update of APU-IC)
  • Participation in major evaluation exercises, program reviews.
  • Participation to the preparation of annual WASH sector status reports.
  • Ensure adequate and transparent evaluation of emergency preparedness and response.
Human Resources management
  • Participate in validating recruitment for the national technical staff…activity….,
  • Manage the team and enhance its dynamics in order to reach the program’s objectives through planning, team meetings, field visits, training, etc.
  • Write job descriptions for WaSH team members
  • Define in coordination with the WaSH coordinator the individual capacity building of key Emergency national staff
  • Issue explanation requests and sanctions if necessary in cooperation with
Administration Coordinator
  • Ensure his/her team’s compliance with safety regulations
  • Arbitrate / help in team conflict resolution
  • Promote the values and ethics of Solidarités International
  • To conduct evaluations (EAP) for staff under his/her responsibility at least every 6 months
Communication, Collaboration, Networking and Partnership.
  • Collaborate with Communication and Program Communication groups to ensure development of effective hygiene communication materials and strategies to support advocacy, social mobilization and emergency efforts.
  • Collaborate with other Project, Program and Emergency Officers to ensure the integration of the project/sectorial program with other sectors.
  • Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of WASH program/project implementation to follow up on agreements and recommendations.
  • Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve WASH program goals, including humanitarian response.
Financial/Management
  • To follow-up of the budget lines dedicated to WaSH activities through Solidarités International’s tool: Operational Follow Up
  • Participate to the monthly budget follow up review with the administrative manager
  • Ensure that the defined activities match the budget and its objectives in cooperation with the Field Coordinator and administrative manager
  • Participation the preparation of cash flow forecasts with 1 and 3 months visibility for each budget follow up
Logistics management
  • Inform logistics department about needs for movements and loading planning – transport requirements
  • Create and update a purchase plan according to the chronogram of activities
  • Follow up stock and anticipate purchases according to the purchase plan
  • Write program IOFs,
  • Follow IOFs through an IOF follow up to be given to the logistic department weekly
  • Responsible for durable and communication equipment attributed to his/her team (follow up system) by working closely with logistics
Internal and external reporting
  • Provide internal reporting on activities according to Solidarités International’s internal tools - APU-IC
  • Provide weekly situation reports
  • Prepare donor reports according to donors’ guidelines (quarterly, intermediate and final reports)
  • Write minutes on meetings (donors, local authorities, NGOs…)
PROFIL
Experience: - At least 1-yr experience in Hygiene Promotion interventions - Previous experience in project management - Previous experience in in Refugee/ IDP camps is a plus - Previous experience in urban areas is a plus
Transferable skills: - Strong knowledge in Project Cycle Management - Strong leadership and organizational skills - Confident and proficient in the use of MS Office - Good problem-solving skills in day-to-day and crisis situations - Diplomacy and strong communication skills - Supportive personnel management style, with the ability to build capacity - Flexibility and ability to work within different and difficult cultural and political environments - An understanding of and commitment to Solidarités International’s mission and values - A good understanding of security management
Languages: - Fluent in English and French
Other desirable qualities: - Previous experience with SI - Rigor, patience, autonomy and capacity of adaptation are necessary skills
STATUT
Salaried post: According to experience from 1400 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
