The Finance Director (FD) is responsible for overseeing project finances and other operational and administrative duties, in accordance with the relevant donor regulations for the a project supporting girls’ education and in line with Plan’s own financial and operational policies and procedures. The FD will supervise grant management and financial reporting, and will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, and assuring timely preparation of donor financial reports. The Finance Director will report to the Chief of Party, with a technical line to the Country Finance Manager
Typical Responsibilities - Key End Results of Position: •Provide oversight of financial, operational, and administrative management of the project. •Supervise all grant management and reporting on grant performance, as well as provide financial and technical management to ensure best use of resources through sound budgeting, monitoring of project expenses, and timely preparation of donor financial reports. •Develop and implement monthly project-wide financial review(s) and analysis, as well as provide timely and reliable financial information for decision-making. •Provide oversight and management of procurement processes for supplies, equipment and services. •Maintain strong internal policies, processes and controls systems in order to provide timely, consistent and accurate financial and budget management. •Work closely with the Plan UK office and Plan Ethiopia country office staff on internal and external financial reviews and audits; work closely with project finance/grants/operations staff, and sub-grantees. •Ensure that the Country Director (CD) and Country Management Team are provided with timely reports, data and analysis to support effective financial management and the optimal use of resources. •Communicate instructions and milestones for business planning, including long-term planning, budgeting, quarterly forecasting and cash flow forecasting. •Ensure compliance with all organisational policies and local regulatory frameworks (e.g. tax, pension, etc) •Ensure appropriate financial control processes, procedures and systems are in place and adhered to. •The Budget for Ethiopia will be approximately £16 million.
Knowledge, Skills and Behaviours required to Achieve Role’s Objectives: •Master’s degree or equivalent in finance or financial management, and a professional qualification in accountancy. •Significant experience of managing programmes including experience managing finances for DFID, EC or US Aid or AUS aid-funded projects. •In-depth knowledge of financial management rules and regulations of United Kingdom Government or other comparable major bilateral aid donors in relation to grant management. •Experience managing small grants programs or sub-granting mechanisms involving local NGOs. •Proven experience of oversight of logistics, procurement or supply chain management in line with donor guidelines. •Professional experience in Ethiopia preferred. •Proficiency in Microsoft Office suite, including Word, Excel and Outlook. •Awareness of child protection issues •Ability to adopt new software and financial management systems. •Excellent communication, management and leadership skills. •Proven analytical skills, including the identification of priorities and problem solving skills. •Proficiency in Microsoft Office suite, including Word, Excel and Outlook. •Demonstrated decision making and risk management capabilities •Ability to communicate effectively in English
Location: This position will be based in Addis Ababa or other locations in Ethiopia subject to agreement
Travel: International and local travel will be required
Type of Role: Three year fixed term contract
Reports to: Chief of Party, with a technical line to the Country Finance Manager
