The M&E Advisor will work under the direct supervision of the Consortium Project Manager within the Program Quality Unit (PQU) based in Hargeisa, Somaliland. The project will be implementing Community Driven Reconstruction interventions in Somaliland and Puntland. The Advisor will manage the generation, collection, analysis, and dissemination of information pertaining to the project with the assistance of partner agencies management and M&E officers and other PQU staff. The Advisor will orient partners to the M&E system, including follow-up visits to partner field operations to ensure understanding and compliance with M&E procedures.
In addition, the M&E Advisor will support the design and implementation of research activities that will help show the impact of the project on communities.

Specific Responsibilities
• Develop a dynamic program of information gathering, database analysis and verification and process evaluation. • Participate in the development of the program implementation strategy, annual work plans and other program implementation and monitoring planning documents. • Develop a communication strategy for different stakeholders including beneficiaries, local and regional authorities, and donors • Provide support to the program technical teams: Mobilize, train and provide on-going technical advisory support to program management staff and partner teams on monitoring and evaluation. Mentor project M & E officers Develop tools/methodologies to enhance learning. • Work collaboratively with the Consortium Program Quality Unit, under the direction of the Project Manager, and implementing partners to: - Manage the generation, collection, analysis, and dissemination of information pertaining to the project with the assistance of relevant staff. - Lead the design, implementation and reporting of all monitoring and evaluation activities, and provide guidance to all partners. - Establish and enforce quality standards for the information coming out of the project. - Ensure that lessons learnt are being documented and shared to maximize the impact and contribute to future strategies and learning.
Qualifications: • Master’s in Political Science, International Relations, Development or in Social Sciences with significant field experience in project monitoring and evaluation, and/or applied research. • At least 3 years experience in at least one (preferably more than one) of the following areas: Project Monitoring and Evaluation System Design, Management of Monitoring Systems, Project Evaluation. • Proven fluency in the English language. Strong English report writing and presentation skills. Working knowledge of Somali desired. • Proven training/capacity building skills in M & E and/or applied research. • Excellent communication and analytical skills. • Ability to handle multiple tasks; proven self-initiative and problem solving abilities. • Team player, with good personal and management skills. • Proven track record of quality performance in highly pressured environments. • Computer skills, including Word, Excel, Power-Point, and Access. • Willingness to travel within Somalia.
