GOAL has been delivering both humanitarian and development programmes in South Sudan since 1985. Currently GOAL South Sudan is operating in four field sites; Twic County, Warrap State; Agok in the Abyei Administrative Area and in the Sobat Corridor and Maban in Upper Nile State. GOAL directly implements a multi-sectoral programme addressing the root causes of poverty and poor health. GOAL supports health services through 28 primary health care facilities and works to increase Ministry of Health (MoH) capacity to deliver services through technical, logistic and management support to the County Health Departments (CHDs) in four counties.
GOAL’s WASH programme focuses on both hardware (borehole drilling with in-house team, institutional and market latrine construction) and software (community-based management structures such as Water User Committees, Community-Led Total Sanitation and Household Latrine Demonstration Centres). GOAL’s livelihoods programming is expanding with new funding to move beyond seeds and tools provision to the use of Village Savings and Loans (VSL) schemes, support to Farmer Associations and more specific inputs along the value chain based on thorough market assessments. Additionally GOAL also implements (directly and through a partner) an urban livelihoods programme in Juba with a focus on women’s literacy using the REFLECT model.
GOAL’s programme in Maban County only opened in early 2012 in response to the infux of tens of thousands of refugees from Blue Nile State in Sudan. GOAL is currently carrying out an emergency response programme in Yousif Batil Refugee Camp in Maban consisting of the provision of emergency WASH, health and nutrition services.
General Description of the Role:
The WASH component of the programme includes: the provision of safe water through establishing of Communal Water Infrastructure as well as household level treatment units; improving access to safe sanitation practices through public/institutional latrine construction as well as supporting the construction of household latrines; improved hygiene behaviours through the dissemination of important hygiene messages; ensuring project sustainability through active engagement with communities and government bodies.
GOAL’s WASH programmes in Twic, Sobat and Abyei have moved away from relief interventions over the past number of years towards more sustainable development approaches. This has meant engaging communities in the design and conception of WASH projects and ensuring community ownership from the outset. It has also involved the training of community volunteers and committees at institution, community and local government level to ensure that sustainable structures are left in place at all WASH facilities that allows for successful on-going operation and maintenance. It will be the role of the WASH Coordinator to further build upon this progress and ensure that all WASH projects are sustainable in the long term.
In Maban where GOAL is carrying out an emergency response programme, the WASH Coordinator will be responsible for coordinating GOAL’s emergency WASH programme and developing appropriate activities and strategies as the emergency transitions to stability and recovery phases.
The WASH Coordinator will work closely with the Community Health Coordinator to ensure that community hygiene promotion is coordinated with the WASH team’s activities. In addition, the WASH Coordinator will liaise closely with Area Coordinators, and other programme coordinators in order to plan activities as well as further integrate programme activities.
The WASH Coordinator will be responsible for the overall management of the WASH Programme and ensuring that activities are carried out in a timely manner and to the specified quality. The WASH Coordinator will also be responsible for strategic planning including designing and introducing innovative new approaches and activities. The WASH Coordinator will also be responsible for the overall development and management of the WASH budget, monitoring actual and predicted spend.
The WASH Co. will also ensure overall technical support and management of all WASH staff, and technical line management of the WASH Managers.
Key Duties:
Strategic
- To design and introduce innovative new approaches and activities where appropriate and ensure adequate monitoring and evaluation of same.
- Develop new strategies and build upon existing ones that ensure greater community ownership and sustainability of WASH projects.
- Plan and develop appropriate WASH interventions at all stages of emergency interventions in Maban and elsewhere as necessary.
- To contribute towards development of programme implementation approaches, strategies and the overall Country Strategic Programme
Programme Management
- To take the lead in designing, managing and implementing GOAL’s WASH programme in South Sudan
- To ensure community participation and ownership through liaising and engaging with beneficiary communities as well as establishing, training and supporting community volunteers and committees and ensuring that activities are implemented to reflect coverage and prioritised needs.
- To support identification of appropriate new activities in consultation with Field Staff, local communities, local authorities and organisations operational in South Sudan
- To support the WASH Teams in developing and implementing acceptable WASH Infrastructure designs, using appropriate technology where possible
- To support the WASH Teams in developing Bill of Quantities (BOQs) for all WASH infrastructure being undertaken by GOAL SS
- To support the ACD Programmes in planning and programme development and application of management tools including the Budget Monitoring Tool
- Support the WASH Team in developing relevant Training Modules and Monitoring Tools to be used for Community Trainings
- Contribute towards development of relevant WASH policies, protocols and guidelines to be implemented within the WASH programme at country level.
- To carry out any other reasonable duties as requested by the CD/ACD Programmes
Logistics and Budget Management
- To review WASH related procurement requests from Field Managers, approve where appropriate and follow up with the Logs Co/Procurement Manager for timely delivery
- To support the WASH Teams in developing and reviewing activity based budgets for all WASH Programme and programme support components
- To review and monitor all expenditure on these budgets and ensure that there is no significant variance between approved budget lines
- Review and approve as per authorisation level, all WASH related cash requests from WASH Field Managers
- Support WASH Managers in tracking monthly field cash requests through developing relevant tracking tools
- Review the Monthly DSR and advise the ACD Programmes on any discrepancies and on programming implications of the expenditures
- Support logistics in developing technical tender/bid documents related to WASH Infrastructure constructions, consultancies and conduct technical evaluation of the same.
Coordination
- To ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs
- To liaise with other organisations engaged in similar activities in South Sudan, including the government authorities, UN and other NGOs
- To liaise closely with the Area Coordinator and other programme coordinators to ensure good integration and synergy of all programme activities
- To represent GOAL at important coordination forums such as the Juba WASH Cluster and Maban Coordination Meetings.
- To represent GOAL SS in any other External Related Forums when called upon by the ACD Programmes or the Country Director
Capacity Building and Human Resource Management
- To directly manage the WASH Managers and ensure that programme activities are completed within the specified timeframe and to acceptable level of technical and programme quality
- To conduct annual staff appraisals to the WASH Managers in collaboration with the Area Coordinators as well as review all appraisals for staff under the WASH Managers
- Assist in the identification of gaps in staff capacities, and facilitate Staff Training on these areas.
- Support the field WASH Teams in Capacity Building of the Target Communities and Local Authority, in particular in identifying training needs and gaps.
Reporting
- Review all WASH related donor reports and proposals and contribute WASH information as appropriate
- Compile all internal WASH Monthly Reports as well as monthly reports for the WASH Cluster
- Develop all WASH Indicator Monitoring and Evaluation Tools in conjunction with the field teams and review the same once undertaken by the Field Teams
- In liaison with the PHC Co and the Nutrition Co, develop/review tools for both qualitative and quantitative surveys covering WASH
- Degree in Civil/Water/Environmental engineering, or related field
- Experience of working in both development and emergency contexts with humanitarian organisations (Min. 3 years’ experience in total)
- Significant experience of project managing large-scale engineering works.
- Experience of contract management on medium-large scale projects
- Experience of working with communities and community-based organisations
- Experience in promoting community involvement and participation in programme implementation including set up and training of water user committees and sanitation committees and managing community relations and interaction.
- Previous experience of implementing rural water and sanitation projects
- Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities
- Ability to implement effective projects with sometimes limited resources.
- Excellent computer skills including familiarity with Autocad (latest version), Microsoft Word and Excel.
- Ability and willingness to work in remote areas for extended periods of time
- Outgoing personality with excellent communication skills.
