The MENTOR Initiative (MENTOR) is a
“not for profit”, charitable, non-governmental organisation devoted to reducing
death and suffering from malaria in humanitarian crises. The MENTOR Initiative
is currently providing ongoing emergency support to the most vulnerable
communities in Liberia, Angola, Kenya, Somalia, the Central African Republic,
South Sudan and Chad.
We are
urgently looking for a Country and Technical Director for our mission in South
Sudan. The
successful candidate will be leading and coordinating the MENTOR Initiative
technical and operational support teams to allow for a successful
implementation of an extensive vector borne disease (VBD) control programme in
the states of Warrap and Upper Nile.
Work Base: MENTOR field bases in
Warrap and Upper Nile States with frequent travel to Juba and potentially Unity
and Jonglei States in South Sudan

report to: Program Manager – The MENTOR Initiative HQ

JOB REQUIREMENTS
·
UNIVERSITY DEGREE (masters preferred)
IN PUBLIC HEALTH,MEDICINE, International Relations, or other applicable field
·
AT LEAST 5 YEARS FIELD
EXPERIENCE in managing medical emergency
and post emergency programmes in insecure environments.
·
Experience in implementation of
medical prevention programmes and/or VBD case management and training and/or
field-based operational research.
·
EXCELLENT team worker and
COMMUNICATIONS SKILLS (internally and externally)
·
Experience in budget and
administration management
·
Proven capacity in donor reporting
and liaison as well as proposal writing.
·
Proven capacity to train others
·
Flexible and willing to learn
·
Practical, hands on approach
·
Fluent in English
·
Solid knowledge of NGO working
environments and standard operational procedures
·
Ability to work long hours, honest,
conscientious and reliable
The main
responsibilities
of this post include the following.
1. Technical support and direction:
-
Timely
and efficient implementation of all VBD case management and VBD vector control
activities in line with donor and local government requirements.
-
Review
and ensure HQ approval of all training material, prevention tools, M&E
protocols and case management prior to implementation.
-
Set
up of efficient response mechanisms including contingency stocks of tests,
medication and prevention material.
-
Oversee
that data collection is managed appropriately.
-
Support
the implementation of targeted field studies when needed.
2. Operational support
-
Responsible
for implementation and respect of MENTOR finance field systems.
-
Oversee
usage of standard MENTOR administrative procedures and forms. This includes,
among others, tax exemption, set up of MoU and organising for all legal
requirements

Ensure
proper implementation of logistics procedures (procurement, stock management,
fleet maintenance, communications etc

Ensure
that HR management systems are in place and implemented

Responsible
for the set up and adherence to Security procedures and practice.
3. Coordination and team management
-
Direct
line management of all technical and operational support coordinators.
-
Overall
responsible for the respect and adherence by expat and local team members to
the MENTOR code of conduct including policies in regards to sexual harassment.
-
Responsible
for the general representation of MENTOR in South Sudan – including
participation in relevant stakeholder meetings and participation in external
coordination mechanisms.
4. Grant management, Programme Reporting and Proposal
Development
-
Ensure
that all South Sudan grant related team members are aware of grant reporting
requirements and provide regular internal reports and that these are responded
to.

Responsible
for the elaboration of narrative and financial reports to donor partners in
line with their specifications and schedule deadlines.
-
Assess
with partners new opportunities and developing needs for disease control. As
required, develop funding proposal for these.

Directly
responsible for sending situation reports at an agreed interval to HQ
