General Function: The Country Director is responsible and accountable for the overall programmatic and financial management of World Relief’s operations in Darfur, as well as logistical operations in Khartoum. The Country Director’s role is to ensure that the programs implemented in Sudan are within the framework of the organization’s objectives and donor requirements, and are according to the guidelines, policies, and procedures of World Relief, as well as incorporate elements of the organizational mission, vision, and values.

Specific Job Duties:
TEAM LEADERSHIP - Provide strong leadership to a diverse country program, with direct oversight and management of: (1) Darfur-based Program Sector Managers (2) Darfur-based Logistics Manager and Finance Manager, (3) Khartoum Logistician; and (4) Local staff. Ensure the ongoing formal and informal review/evaluation of staff performance, including written evaluation of each direct report on an annual basis. Provide professional, personal, and spiritual leadership to the World Relief country team in all aspects of its operations, assigning and delegating tasks where required. Develop, implement, and update a three to five year strategy for World Relief programming in Darfur. The Country Director has ultimate responsibility and accountability for all financial matters in the field. He/she will actively oversee the development of budgets and must review and approve monthly financial reports. Will ensure adherence to World Relief policies and procedures including, but not limited to, those related to: human resources, security, finance, commodity management and tracking, and acquiring field based program funding.

PROGRAM MANAGEMENT
The Country Director will be responsible for developing the overall country strategy for North Sudan. This includes developing and managing the program budget for WR HQ approval. He/she will provide continuous review and support to the development of projects and programs in Darfur. Once approved and funded, the Country Director will work with the project management team to continuously review and monitor and evaluate the impact and direction of each program. Develop appropriate institutional structures and strategies for all long-term WR work, with special attention to establishing strong partnerships with existing entities and national institutions. Will spearhead the identification of new areas and locations for programming as well as potential donors. Will serve as the primary liaison with in-country donors such as OFDA, FAO, WFP, etc. Ensure that program activities are being completed according to work plans, schedules, and prevailing industry standards. Inform WR HQ of all implementation setbacks. Ensure compliance to all reporting requirements as mandated by the organization and by donor institutions, as well as by in country governing mechanisms, including HAC. Ensure the overall fiscal transparency and wellness of the country budgets, expenditures, and income reporting.

Initiate/maintain World Relief's registration as an NGO in-country as required. COORDINATION Coordinate the involvement and inputs of GRA (Global Relief Alliance) member organizations for the Darfur program. Liaise with humanitarian stakeholders in coordination meetings or other venues in order to glean assessment information, identify gaps, and develop intervention strategies. Identify and develop relationships with potential partners in accordance with partnership criteria outlined by the Disaster Response unit.

Oversee the safety and security of all the program in Sudan including ensuring that Situation Reports (as required) are sent to WRHQ in accordance with Disaster Response policy; monitoring the security situation in all WR locations, and being willing to call for evacuations and staff reductions as necessary. Fulfill the role of "Security Officer" as defined by World Relief's Corporate Security Policy as needed Key Relationships Will supervise Darfur-based Sector Managers for Health, WASH, Nutrition and Food Security, as well as local staff. Will be supervised by the Director of Disaster Response based in Baltimore, MD Will liaise with the Darfur Program Officer based in Baltimore, MD Knowledge, Skills, & Abilities: Strong financial management skills. Conflict resolution and negotiation skills Strongly self-motivated, innovative, and flexible in environments which are physically, emotionally, and culturally challenging Arabic highly desired, but not required Passionate commitment to the mission of World Relief, with the ability to transmit this vision to others. Experience Required: Post-graduate qualification in Development, Humanitarian Assistance or related field is preferred. 5 years previous experience in a management position with an international NGO. Previous experience in a management role in emergency situations, with understanding of and experience in security management. Proven experience in administration of US Government grants and experience with budgeting in a multi-sectoral project and multi-funding source environment. Proven experience with donor liaison, securing donor funds, reporting on and managing budgets of over $1 million US dollars Previous security management experience Physical Demands: Routine travel to WR operational sites is expected. Work Environment: May share living space and facilities with coworkers. Modern amenities (electrical, plumbing, air cooling) may not be available in all field locations. Work may take place in locations which can be volatile or lack formal security infrastructure. Working hours may be irregular and will be structured in light of the prevailing humanitarian situation.
