UNDP Programme Coordination for MDGs Advocacy and Post2015 Development Agenda

When the United Nations Millennium Campaign was established by UN Secretary-General Kofi Annan in 2002, its specific purpose and mandate was to work with a wide range of partners to foster a self-sustaining movement - extending beyond the UN system - for the realisation of the MDGs. It was designed to disseminate data and analysis emerging from UN reports, promote partnership among key actors, especially from civil society, link with other UN campaigns and coordinate campaign strategies and messages.

Over the past 10 years the Millennium Campaign has built an impressive array of partnerships with civil society on MDG advocacy and supported the creation of strong coalitions to create accountability for commitments at global, regional and country levels. Our work sits squarely within the framework of our recommendations for follow up to the 2010 High Level Plenary Meeting of the MDGs particularly in the areas of increasing national ownership and commitment to the Outcome Document and broadening partnerships for development.

The UN Millennium Campaign is seeking to recruit a Programme Consultant to support the Director in her functions and to also provide programmatic support to the headquarters team.

Duties and Responsibilities

Description of Responsibilities:
Coordinate UNMC’s campaign on MDGs Acceleration and Post 2015 initiatives
  • Organise and produce the minutes of the monthly Strategic Outreach Group Planning Meeting (total of 6 meetings til end of April 2012) including coordinate Post2015 process at global level.
  • Support the proposals’ review of the Post 2015 national and thematic consultations
  • Weekly update to the team to ensure synergies and affords in various sub-groups are aligned, and help drive the process running smoothly.
  • Participate in headquarter meetings and consultations on Post 2015
  • Participate in all UN MDG advocacy and communication groups meetings and report to the Global and Regional Communication Teams including strengthen partnership with relevant UN agencies on MDG advocacy
Contribute to and ensure timely implementation of the resource mobilisation strategy (under the guidance of the Director and Deputy Directors):
  • Complete mapping of resource mobilisation strategy for 2013-2015 – 1 report
  • Draft proposals and reports of regional and global activities for different donors – 1 main funding proposals and at least 3 small proposals
  • Organise fund raising meetings and follow up activities – at least 1 Annual donor dialogue
  • Organise meetings with donors, permanent missions to the UN in NY, Foundations etc – at least 6 meetings with existing donors and 3-6 meetings with potential donors
  • Completion of project documents – 1 report
Coordination and substantive support to Director:
  • Collect, review and organize briefing materials for the Director for appointments, meetings, official missions and other activities – ongoing for the period of the contract.
  • Information and communications flow for the Director
  • Prepare reports and briefing materials to facilitate the Director’s interaction with various partners within the UN System and externally such as, other UN entities, donor country delegations, parliamentarians and high-level senior officials through collaborative and proactive relationship with counterparts and colleagues in those offices
Programme support and coordination to the headquarters office:
  • Organise official events and meetings as assigned and specified in the Campaign’s Global Policy Calendar including develop agenda, programme, coordinate with resource persons and participants, and produce the minutes of the meetings – at least 2 meetings in 2012 and 5 meetings in 2013
  • Write team meeting reports and teamleaders’ meeting reports to follow up on deadlines, commitments made and actions taken.

  • Ability to organize and complete multiple tasks by establishing priorities;
  • Ability to handle a large volume of work possibly under time constraints;
  • Establishes, builds and sustains effective relationships with clients, demonstrating understanding of client’s perspective; anticipates client needs and addresses them promptly.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
  • A minimum of 3 years of administrative and programme experience in the United Nations or a large or international organization;
  • Relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects especially related to MDGs advocacy and campaigning, and Post-2015 process.
  • Experience in the use of computers applications and software packages (MS Word, Excel, etc) and web based management systems;
  • Knowledge of ATLAS system and IPSAS is preferred.
Language Requirements:
  • Fluency in English is required;
  • Proficiency in another UN working language is desirable.
Evaluation of applicants:
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical criteria – 70 per cent of total evaluation – maximum of 35 points:
  • Working experience in an international agency such as a UN entity – maximum points: 5
  • Knowledge and experience supporting a senior manager or director– Maximum points: 10
  • Knowledge and experience working on administrative matters - Maximum points: 10
  • Knowledge and experience in programme and logistical functions – Maximum points: 10
