NGO PRESENTATION
Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.
Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:
MISSION CONTEXT
Country situation overview (extract from the CAP Mid-Year Review 2012) The humanitarian situation in the first six months of 2012 has deteriorated, with increased border violence, internal insecurity, underlying vulnerability and rising food security concerns expected to generate continued high humanitarian needs throughout the year. Several key aspects of the 2005 Comprehensive Peace Agreement (CPA) are still outstanding, including border demarcation, agreement on wealth-sharing, agreement on the political status of Abyei, and political settlements in Southern Kordofan and Blue Nile states. The process to resolve these outstanding issues collapsed in late March, raising fears of a return to unrestrained hostilities between Sudan and South Sudan in April. In an attempt to diffuse tensions, talks resumed between the two parties in early June to discuss border security, including a cessation of hostilities and the establishment of a demilitarised area along their common frontier. However, the talks were inconclusive.(…)
Currents events (beginning August 2012): At geopolitical level, new symbolic talks took place between the 2 presidents of SSD and Sudan in mid-July 2012, and the international pressure has been accentuated. The petrol issue has been declared to be solved the 6th of August 2012. The rest of the conflictive points are subject to a deadline from the UN Security Council, set before the 20th September 2012. The numbers of refugees as of August 2012 are about 70 000 in Unity State, and 105 000 in Upper Nile State, and their humanitarian situation is persistently worrying (cf assessment docs for more details).
HI in South Sudan HI has been working in South Sudan since 2005 in emergency in Jonglei state and then developed longer term activities up to now, mainly on rehabilitation, advocacy, and victim assistance, in Jonglei State and Juba.
Assessment on the 2012 Refugees Crisis Given the persisting crisis in Unity and Upper Nile States evolving since beginning of 2012, the HI Emergency Response Department (ERD) decided to conduct an assessment in regards with refugees’ health conditions and their specific needs. The assessment was coordinated by an evaluator deployed by the ERD in liaison with HI Development Program Director in South Sudan, and took place from 1st to 19th July 2012. Due to logistical constraints, the assessment team concentrated its efforts in Maban (however Bentiu, Unity, was visited), where the mission will start.
Considering HI’s mandate in emergency, as well as analyzed needs coverage by other actors, the assessment focused consequently more particularly on health issues, as well as on existing vulnerability analysis and identification mechanisms.
Main findings The assessment diagnosis quickly confirmed the pre-identified issues raised and revealed additional ones, summarized here below. Though the humanitarian presence and identification mechanisms have been respectively increased and improved since the beginning of the Blue Nile refugees influx, no specialized agency is currently acting in the field of disability neither trough health or protection actions. Question marks are still significantly reported by key stakeholders about the most vulnerable persons, including persons with social, physical, mental and sensorial disabilities. Similarly and consequently, even though improvements and new assessments are being done since the last waves of arrivals (until July 2012), assistance still has to be provided quickly and with few possible adaptations related to specific needs, that are however also life-saving and/or protection connected.
DAU Strategy overview In terms of strategic planning, given the current emergency, HI wishes to initiate an action with the immediate objective to prevent and reduce specific critical health complications, and to improve the copying conditions of the most vulnerable conflict affected population. Based on the present regional conflict’s characteristics (political and economical), stakeholders concur to state that refugees from Blue Nile are not expected to come back before minimum 6 months, up to several years.
Afterwards, taking into account this observation, HI is willing to maintain its humanitarian effort eventually until the return of refugees, to be able to bring its added-value until that potential stage.

PROJECT OBJECTIVES
Main objective: To prevent and reduce critical health complications and impairments and to improve living conditions of conflict affected population through complementary actions and reinforcements towards the existing health and protection responses, including specific and holistic mechanisms in emergency in Maban County
Planned activities (ECHO and CDC funding – to be confirmed + other perspective)
The project will be based on 2 components, under the responsibility of the Head of Project:
Rehabilitation/Physiotherapy It would be based on the current health needs and response, and include classical physio, stimulation, chest physiotherapy, and functional rehabilitation through: o Fixed and mobiles physio activities in relation with the Health Stakeholders (SP Hospital and Camp Clinics) o Active research, follow up and referral o Provision of specific equipment to the health facilities o Education and distribution of assistive devices to individuals (adapted mobility aid and other specific items)
Protection/Inclusion: It would be based on the current protection needs and response, and include ATU (Access Technical Unit), Inclusion/Mainstreaming and Protection mechanisms: o Initial studies on vulnerability and humanitarian overall response modalities o Mainstreaming / inclusion at soft and hard levels o Mobile Protection Unit, including Psychosocial First Aid (PFA) o Referral mechanisms
MAIN RESPONSABILITIES OF THE EXPATRIATE
Under the direct responsibility and support of the Head of Mission, and in close collaboration with the log referent at HQ, you will be responsible for:
1st PHASE (OPENING): - Participate to all processes of opening while guarantying directly the set up of solid basis of logistics and security managements.
Based on security, program timeframe, and coordination with DAD as defined by HQ, this will include to: Ensure the respect of HI and donor Logistics guidelines (management of purchase, stock, supply, equipment, vehicle); Opening/shut down at logistical level any HI base in the country and ensure their regular maintenance; Supervise and provide a logistical support to the different HI bases and projects run into the country; Ensure the respect of HI security guidelines on the mission; Coordinate the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff; Manage directly the logistics International and national staff; Report on regular basis about all logistics activities within the mission. Contribute to monitor the security situation and establish the security procedures at documentation and practical levels (material, application, control)
MAIN TAKS OF THE EXPATRIATE
Under the direct responsibility and support of the Head of Mission, you will be responsible for:
REPRESENTATION You are the direct interlocutor of Handicap International DAU towards providers and companies, for all issue related to logistics You participate actively to logistics, information meetings (NGO coordination, etc.); and coordination upon HoM request.
GENERAL COORDINATION Setup coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics) at all mission level; Provide logistics support and advice specifically to the Base Coordinators on regular basis. Frequent movement have to be expected between the different bases; Ensure a pro-active link between the field (needs) and HQ (needs & support) and play a continuous interface role;
PURCHASE MANAGEMENT Ensure the respect of HI/DAU (and donor if required) purchase procedure; Identify and plan the mission purchases in collaboration with the rest of the team (PM, HoM, Admin Co, Base Co); Ensure the quality of the purchase and the delivery deadlines; Follow up the order/purchase until delivery; Control the quantities ordered and received; Ensure regular purchases follow up in close collaboration with the Finance Department for down payments and monthly budget follow up.
STOCKS MANAGEMENT Ensure the respect of HI/DAU (and donor if required) stock management procedure; Provide regular inventory (monthly, quarterly, yearly) for the different items stored within the mission; Plan the stock supplying according to local constraints ; In charge of the warehouse management and control system; Ensure the security and the follow up of the equipment used on the mission (identification, inventory, affectation); Ensure the security and the follow up of the communication and IT equipments (and supplies) on the mission (identification, inventory, affectation) ;
VEHICLE MANAGEMENT AND MAINTENANCE Ensure the respect of HI/DAU (and donor if required) vehicle management procedure; Supervise the general follow up of the mission vehicles (consummation checks, movement planning, etc.) Ensure a regular maintenance on the different vehicle of the mission, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians ; Handle transport contract negotiation with suppliers and follow up; Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.).
SECURITY MANAGEMENT Ensure the respect of the security guideline adopted on the mission, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission (national & international staff); Work in close collaboration with the Head of Mission for all security issues (security guidelines updates, geopolitical follow up, incident reports and analysis); Attend to interagency security meetings upon HoM request; Ensure that the adequate material means and set up are properly installed/ available to respect the security procedures
TEAM MANAGEMENT You ensure strict application and respect of the Internal Regulation by your related staff. You can suggest to the administrator precision/adaptation of certain rules taking into account the specific context of the mission (security, social life, leaves, etc.); You define, with each member of your staff, his action plan and delay for reaching defined goals (IAP); You support and advise your team in the implementation of their IAP; You ensure feed back towards your team about issues potentially raised by them; You ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed); You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission : individual interviews, oral and written evaluations; You ensure conflict resolution (personal and professional) within your team and inform the head of mission and the administrator; You propose relevant needed adaptation to the organisational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the head of mission and the administrator; You support your staff in their management duty: coordination meetings, individual interviews, etc.
REPORTING Centralize all logistics information available on the mission and consolidate a monthly report (into the proper reporting form) to be delivered to the Head of Mission & the HQ Technical Referent. Participate to the monthly situation report (SITREP) by providing relevant data related to your position; Provide regular reporting on your activities to the Head of Mission upon his/her solicitation (coordination meeting, workshop meeting, etc.); You provide the desk officer with a mission report and/or handover document at the end of your contract; Debriefing at HQ at the end of your mission (and during Home-Break).
PROFILE REQUIRED
2/3 of years of Professional experience in the related field Experience in NGO necessary in emergency context (preferably in refugees crisis context) Mission opening experience preferable Degree in Logistics area recommended but not mandatory English mandatory (oral and written) Strong interpersonal and intercultural skills Ability to work under high pressure with a great level of personal organisation Diplomatic skills, adaptation
