NGO PRESENTATION

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:  Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;  Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs;  Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:

MISSION CONTEXT

Country situation overview (extract from the CAP Mid-Year Review 2012) The humanitarian situation in the first six months of 2012 has deteriorated, with increased border violence, internal insecurity, underlying vulnerability and rising food security concerns expected to generate continued high humanitarian needs throughout the year. Several key aspects of the 2005 Comprehensive Peace Agreement (CPA) are still outstanding, including border demarcation, agreement on wealth-sharing, agreement on the political status of Abyei, and political settlements in Southern Kordofan and Blue Nile states. The process to resolve these outstanding issues collapsed in late March, raising fears of a return to unrestrained hostilities between Sudan and South Sudan in April. In an attempt to diffuse tensions, talks resumed between the two parties in early June to discuss border security, including a cessation of hostilities and the establishment of a demilitarised area along their common frontier. However, the talks were inconclusive.(…)

Currents events (beginning August 2012): At geopolitical level, new symbolic talks took place between the 2 presidents of SSD and Sudan in mid-July 2012, and the international pressure has been accentuated. The petrol issue has been declared to be solved the 6th of August 2012. The rest of the conflictive points are subject to a deadline from the UN Security Council, set before the 20th September 2012. The numbers of refugees as of August 2012 are about 70 000 in Unity State, and 105 000 in Upper Nile State, and their humanitarian situation is persistently worrying (cf assessment docs for more details).

HI in South Sudan HI has been working in South Sudan since 2005 in emergency in Jonglei state and then developed longer term activities up to now, mainly on rehabilitation, advocacy, and victim assistance, in Jonglei State and Juba.

Assessment on the 2012 Refugees Crisis Given the persisting crisis in Unity and Upper Nile States evolving since beginning of 2012, the HI Emergency Response Department (ERD) decided to conduct an assessment in regards with refugees’ health conditions and their specific needs. The assessment was coordinated by an evaluator deployed by the ERD in liaison with HI Development Program Director in South Sudan, and took place from 1st to 19th July 2012. Due to logistical constraints, the assessment team concentrated its efforts in Maban (however Bentiu, Unity, was visited), where the mission will start.

Considering HI’s mandate in emergency, as well as analyzed needs coverage by other actors, the assessment focused consequently more particularly on health issues, as well as on existing vulnerability analysis and identification mechanisms.

Main findings The assessment diagnosis quickly confirmed the pre-identified issues raised and revealed additional ones, summarized here below. Though the humanitarian presence and identification mechanisms have been respectively increased and improved since the beginning of the Blue Nile refugees influx, no specialized agency is currently acting in the field of disability neither trough health or protection actions. Question marks are still significantly reported by key stakeholders about the most vulnerable persons, including persons with social, physical, mental and sensorial disabilities. Similarly and consequently, even though improvements and new assessments are being done since the last waves of arrivals (until July 2012), assistance still has to be provided quickly and with few possible adaptations related to specific needs, that are however also life-saving and/or protection connected.

DAU Strategy overview In terms of strategic planning, given the current emergency, HI wishes to initiate an action with the immediate objective to prevent and reduce specific critical health complications, and to improve the copying conditions of the most vulnerable conflict affected population. Based on the present regional conflict’s characteristics (political and economical), stakeholders concur to state that refugees from Blue Nile are not expected to come back before minimum 6 months, up to several years.
Afterwards, taking into account this observation, HI is willing to maintain its humanitarian effort eventually until the return of refugees, to be able to bring its added-value until that potential stage.

PROJECT OBJECTIVES

To prevent and reduce critical health complications and impairments and to improve living conditions of conflict affected population through complementary actions and reinforcements towards the existing health and protection responses, including specific and holistic mechanisms in emergency in Maban County

Planned activities (ECHO and CDC funding – to be confirmed + other perspective)

The 1st program will be based on 2 components, under the responsibility of the Head of Project:

Rehabilitation/Physiotherapy It would be based on the current health needs and response, and include classical physio, stimulation, chest physiotherapy, and functional rehabilitation through: o Fixed and mobiles physio activities in relation with the Health Stakeholders (SP Hospital and Camp Clinics) o Active research, follow up and referral o Provision of specific equipment to the health facilities o Education and distribution of assistive devices to individuals (adapted mobility aid and other specific items)

Protection/Inclusion: It would be based on the current protection needs and response, and include ATU (Access Technical Unit), Inclusion/Mainstreaming and Protection mechanisms: o Initial studies on vulnerability and humanitarian overall response modalities o Mainstreaming / inclusion at soft and hard levels o Mobile Protection Unit, including Psychosocial First Aid (PFA) o Referral mechanisms

MAIN RESPONSABILITIES OF THE EXPATRIATE

Based in Bunj; under the responsibility of the Head of Mission and in close cooperation with the HQ Technical Advisor; with the support of a reduced (growing with time) team under your responsibility; you will be in charge of the following:

 1st phase (preparing, opening and starting): With the HoM support and supervision;  Supporting the global coordination of the DAU arrival in the country, particularly at Field Level,  Supporting the legal authorizations in liaison with DAD to ensure the working conditions, particularly at Field Level (MoH authorizations)  Supporting the representation of Handicap International/DAU in SSD towards institutional donors, local authorities and partners; at Juba and Field Levels  Supervising the refinement of the needs (including pre-surveys and baseline studies) and context analysis from the initial assessment, in order to install and direct the program and mission in good conditions  Preparing and ensuring the strategic partnerships or collaboration set ups to facilitate the integration of the DAU team in the field (accommodation, food, local transport),  Preparing and supervising the operational partnerships or collaboration set ups to launch the program activities (Health and Protection Stakeholders) In close collaboration with the team  Ensuring the recruitment (national staff –including job desc, network, selection) and management of the team placed under your responsibility (expatriate and national staff);  Supporting the supports and security set ups (information sharing) according to the project design, toward the Logistics Person in Charge and the HoM  In coordination with the logistic and administrative department, to ensure a correct follow-up of the administrative and logistic aspects of the project  To monitor the project budget and to follow-up the expenses Coordination and reporting  Ensuring the management and motivation of your team in difficult starting conditions  Preparing and ensuring the continuous monitoring of the activities including quality monitoring, and using the appropriate HI guidelines and technical tools  To ensure a smooth co-ordination mechanism between the project’s components under his/her responsibility and the other project potentially developed by HI within the country  Supporting the conditions of strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise;

 As the main responsible, elaborating the initial full proposals in liaison with your team and HQ  To regularly report on the above activities as per requested by the head of mission, the desk officer and the technical advisor

MAIN TAKS OF THE EXPATRIATE

REPRESENTATION

 In coordination with the Head of mission, to represent Handicap International in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of project activities  On the head of mission demand, to ensure ad hoc additional representation with other stakeholders such as funding organisation, cluster meeting and medias

You are responsible:  To properly manage the team under your responsibility, including regular meeting and guidance, development of individual plans of action when necessary  To check the job descriptions and work load of the teams under your responsibility and adapt if / when relevant

MISSION OPENNING AND PREPARATION OF THE PROGRAM (1ST PHASE)  You contribute to ensure that the preparation phase is properly done in order to set solid basis for the mission opening and development, through anticipation, context analysis and practical set ups supervision  You check that guidance documents (proposals, strategy, terms of references / job description) are relevant with the context, and make recommendations / propositions / adaptations in consequence  You participate to the elaboration process of coordination system with DAD if requested, and you coordinate with DAD according to agreed mechanisms and instructions (HoM, HQ)  You actively set up a network, coordinate and communicate to the stakeholders acting in Upper Nile State  You ensure that the priorities and comfort conditions of the team are optimized in case of gaps  You are the focal point during the elaboration of the full proposal for ECHO (firstly and others if necessary) with HoM and HOQ supervision

PROJECT STARTING: - Follow up the starting of the project in accordance with the reference documents, proposals (or concept note depending on the progress), logical framework and work plan - Ensure pre-surveys and initial study in relation with the indicators and objectives of the project (that you would have adjusted) - Pro-actively choose and launch purchase requests for the necessary material for the overall of the project according to HI procedures (and the context) in coordination with the Logistics (that you would have adjusted);

PHYSIO COMPONENT: With the support of the Technical supervisor: - Supervise the establishment of formal links with health partners with the support of the Head of Project in order to design of finalize partnership’s modalities (MoU); including gathering of health statistics, activities and capacities - Supervise the pre-survey including baseline study production regarding the physio component, until the elaboration and use of assessment forms, monitoring tools and database (based on existing tools – cf HQ) - Supervise the design and diffusion of IEC material related to physiotherapy and functional rehabilitation in health facilities - Follow-up the physiotherapy/rehab activities and review the regular report of the Technical Supervisor - Liaise with the support services to facilitate the daily management of the project, as well as an adequate planning according to HI procedures (finance, admin/ HR, logistics) - Liaise with external partners to communicate on the progress, needs, and effectively ensure a strong coordination with health actors on referral mechanisms, humanitarian situation follow up

PROTECTION COMPONENT With the support of the ATU manager and Protection manager (alone in case of gap during the 1st phase): - Supervise and directly participate to the identification & assessment of the most vulnerable among the global affected population o Gathering of existing databases/statistics, vulnerability analysis (including discrimination and exclusion) = > production of a pre-survey report, including criteria and recommendations to direct the project component implementation VS indicators & objectives o Set up of a dynamic (operational) database gathering information about the most vulnerable refugees ; Design and entry data into a data-base and regularly share qualitative analysis in order to prepare the operational follow up of screened persons, referrals, indicators progress and distribution monitoring (including for devices of Result 1) o Preparation of the frame’s document and of the data extraction processes for Publication of results and data sharing (including to bring qualitative inputs to UNHCR Database, for internal and donor reporting, and for public reporting)

• Supervise the elaboration and implementation of the Protection Mobile Unit o Supervision of the recruitment & trainings of volunteers within the refugee communities to set up the protection network and follow up the activities under the supervision of the Protection Mobile Team. o Preparation, definition and starting of the mechanisms allowing : to implement the Psychological First Aid (PFA) and orientations for identified cases; to implement Referrals to relevant specialized agencies, including decision of physical accompaniment; to implement physical accompaniment to services o Data sharing with humanitarian stakeholders on activities progress
• Supervise the elaboration and implementation of the Mainstreaming / Inclusion with environmental and individual inputs o Detailed identification of project modalities and humanitarian services planning to identify priority needs of Inclusion o Following the initial study on existing and planned services in relation with the vulnerability analysis, consolidation of service mapping = > production of a pre-survey report, including an external part with criteria and recommendations in order to direct the prioritization of ATU modifications by the humanitarian community o Supervise ATU activities (soft): Community mobilization and information, mainstreaming, diffusion of IEC material in relation with Inclusion, bilateral and multilateral lobbying towards the humanitarian community; (hard): Adaptation of humanitarian services and infrastructures, accessibility, rehabilitation, construction, modification, field visits. o Transparent data sharing with humanitarian stakeholders on activities progress

REPORTING:

 As described in the present Job Description, with the supervision of HOM, desk and Technical Advisor(s) from HQ, and with the support of your team; define and finalize monitoring and evaluation tools both for internal and external reporting (including quantitative and qualitative data). Depending on priorities, the main objectives are to fix before the end of the “opening phase” : o Pre-survey in Rehab/Physio, including baseline study (i.e figures and initial postulates available VS indicators & objectives) o Pre-survey in Protection/Inclusion, including baseline study (i.e figures and initial postulates available VS indicators & objectives) o Full proposal (ECHO firstly, then others if relevant) o Operational contingency plan (synthetic / or in coordination with humanitarian community) o Monitoring tools and database template o Internal project team reporting templates

INTERNAL  Facilitate regular reporting on your activities to the Head of Mission upon his/her solicitation (coordination meeting, workshop meeting, etc.);  Participate to the monthly situation report (SITREP) by providing relevant data related to your position;  Provide a technical report on monthly basis to HQ technical Advisor  Provide a hand over document at the end of your mission, including practical aspects and recommendations for your successor, idem For the desk officer  Debriefing at HQ at the end of your mission (and during Home-Break).

SECURITY MANAGEMENT  Ensure the respect of the security guideline and recommendations adopted on the mission, by yourself and the team under your responsibility, as well as the good functioning of the relative tools and process and the correct use and acknowledge from all the members under your responsibility;  Ensure that every single incident you are involved in or witness of is reported as fast as possible through the appropriate channel

PROFILE REQUIRED

 English mandatory (oral and written)  At least 2 years of professional experience in the whole project management cycle in the humanitarian field, preferably including refugees’ crisis context  Proven ability to advise on disability/vulnerability issues  Mission opening and assessment experiences preferable  Good capacity of analysis with few time to step back, sense of creativity and high related redaction/ reporting skills  Project and team management skills  Good communication skills, Diplomatic skills,  Strong interpersonal and intercultural skills  Ability to work under pressure and without constant supervision, adaptation and flexibility
