Service Objectives: CDC-Rwanda provides technical and financial assistance to the Rwanda Ministry of Health (MOH) in various program areas including HIVIAIDS, Influenza, Malaria, TB, Laboratory and Health Systems Strengthening. In 2012, CDC-Rwanda is assisting the Ministry of Health's Institute of HIVIAIDS Disease Prevention and Control (IHDPC) with the development of an intervention package for HIV serodiscordant couples identified through Prevention of Mother to Child Transmission (PMTCT) and HIV Counseling and Testing (HCT) programs. In addition, IHDPC and CDC-Rwanda are conducting an evaluation to assess HIV acquisition rates in serodiscordant couples identified in PMTCT programs in Rwanda. As part of this evaluation, IHDPC will monitor the implementation of an intervention package for HIV serodiscordant couples. The Evaluation Specialist will assist in the implementation of the evaluation and support the scale-up of the program.
Task Requirements: • Provide support and maintain the CDCs technical assistance to the Ministry of Health and partners in conducting evaluations. • Participate as a member of the CDC Prevention Team in assisting the MOH in carrying out evaluations including data collection, analysis and some interpretation. • Contribute to publications will be expected. • Participate in the overall contribution of the Prevention Team and CDC/Rwanda's portfolio, as requested. • Work closely with Investigators to develop study materials, including study protocol, questionnaires, and other study tools. • Supervise data entry and report to Investigators as needed. • Track study participant recruitment and assist program in rolling out the couples services • Assist in developing tables shells for research data • Work with investigators in preparation evaluation manuscripts and research presentations • Coordinate the maintenance of evaluation databases and paper questionnaires • Assist in coordination of data collection and data abstraction from patient charts • Participate in study implementation, including training study staff, and overseeing data collection to ensure study procedures are accurately followed. • Participate in data analysis and write-up of study results. • Participate in stakeholder meetings to share study results in Rwanda.
Minimum Qualifications and/or Certifications: • Master's in Public Health, focusing on epidemiology, biostatistics, maternal and child health, behavioral sciences, or related health sciences with interest in public health evaluations • Experience using Microsoft Office software, as well as statistical data analysis software such as EpidData, Epilnfo, SPSS, STATA, or SAS • Strong attention to detail, including excellent organizational, decision-making, and analytic abilities • Strong writing skills an understanding of epidemiologic research methods; previous experience with study coordination or data management is desirable • Demonstrated ability to work as part of a multidisciplinary, multicultural team • Demonstrated ability to interact successfully with partners both internal and external to CDC/Rwanda. • Ability to work independently and follow supervisory input as appropriate and as needed • Knowledge of the Rwanda Health system is an added advantage
